As the Talent Acquisition Manager (in the classification of HR Manager), you will be responsible for developing and executing strategic recruitment initiatives to meet our evolving talent needs. You will lead a team of HR Analysts and Specialists, driving performance, fostering collaboration, and ensuring the delivery of exceptional service to both candidates and hiring managers. Your innovative approach to talent acquisition will be instrumental in helping us build a diverse, high-performing workforce that drives our organization forward.
Responsibilities Include
Through the lens of equity and anti-racism, develop and lead a variety of Citywide Talent Acquisition programs and policies.
Develop and implement strategic recruitment plans and initiatives to support organizational goals and objectives.
Lead and mentor a team of recruiters, providing guidance, support, and professional development opportunities.
Collaborate with senior leadership to understand hiring needs, forecast talent requirements, and develop recruitment strategies accordingly.
Oversee the end-to-end recruitment process, ensuring a seamless candidate experience from initial contact through onboarding.
Utilize data and analytics to track recruitment metrics, identify trends, and drive continuous improvement in recruitment processes and outcomes.
Build and maintain strong relationships with internal and external partners.
Act as a subject matter expert providing technical interpretation of the personnel rules and proposing verbal and written solutions and explanations.
Orchestrate city wide executive recruitment process, providing talent sourcing expertise and recommendations to executive leadership.
Qualifications
Minimum Education*
Bachelor's degree in human resources, business administration or directly related field.
Minimum Experience*
6 years of progressively responsible experience including 1 year as a supervisor or manager.
*Equivalency: 1 year of experience = 1 year of education
Desired Qualifications
Experience in a government and/or unionized environment preferred
Six years of recruiting/sourcing experience with at least four years leading TA teams
Deep understanding of recruitment operations with focus on operational strategies for advancing a TA function in a high volume, highly complex organization
Experience using social media tools for attracting, marketing, engagement, networking and sourcing
Confident communication and management of stakeholders across all levels of an organization, including the ability to propose complex solutions and explanations in writing
Sound judgment even in ambiguous or stressful situations
Strong leadership and team-building skills, with the ability to inspire and motivate others to achieve their full potential

Other Employment Information
Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.
Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.
Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
