Reporting to the Vice President of Finance, this professional position is primarily responsible for providing college-wide leadership in the management of environmental risk management and safety programs. This position will ensure compliance with local, state, and federal regulations at all college campuses and learning centers. This position requires the establishment of an effective and collaborative working relationship with faculty, staff, and students and to ensure their continuous safety and loss prevention.
Essential Functions/Duties
- Directs overall risk management and safety programs for the college.
- Supports short-term and strategic college planning processes, working with the Vice President, Finance, as well as faculty and staff.
- Develops, implements, and manages effective risk management and loss prevention initiatives and programs preventing injuries and illnesses, vehicular collisions, liabilities, and property damages.
- Coordinates compliance with federal, state and county safety and environmental rules and regulations. Ensures appropriate steps are taken to ensure college-wide regulatory compliance.
- Provides college-wide guidance regarding "best practices" for business standards and risk management solutions.
- Develops and maintains the Business Continuity of Operations Plan.
- Develop and maintain Risk Manage Plan metrics and reports.
- Evaluate adequate liability coverage of vendors, contractors, and lessors of College facilities, assist with negotiations with third party insurance carriers as appropriate.
- Exercises independent judgment in the analysis of risk with emphasis on balancing academic and student activities with practical loss control. Uses best practices to determine loss potential and to make recommendations.
- Oversees the college-wide comprehensive safety and casualty inspection program to ensure compliance with State Requirements for Educational Facilities (SREF): compliance with applicable rules and regulations for ADA (Americans with Disabilities Act), and NFPA (National Fire Protection Association), and OSHA.
- Develops and maintains a safety policy and procedures manual for use by all college employees. Serves as the Chairperson for the college-wide Safety Committee. Ensures regular meetings, appropriate membership, and productive outcomes of safety meetings.
- Advises College Administration on the best practices and cost effectiveness of insurance options for major college initiatives.
- Assists department heads, and supervisors and other appropriate staff in developing employee safety and health training programs.
- Develops and coordinates a risk management program and serve as liaison to the Florida College System Risk Management Consortium (FCSRMC), including but not limited to receiving accident/incident and Worker's Compensation First Notice of Injury Reports and ensuring the timely transmission of such reports to the FCSRMC.
- Reviews accident/incident reports to include cause analysis, identification of problem areas, evaluates overall safety performance and works with related department(s) in the necessary corrective measures. Ensures follow-up investigations when required to ensure the unsafe conditions or practices identified by the safety committee or the department heads have been properly corrected.
- Evaluates compliance with the program within departments by making inspections of facilities for conditions and practices needing improvements, including recognized hazards.
- Maintains communication with insurance providers, insurance consultants, as determined appropriate.
- Oversees college vehicles and equipment operations to ensure safety and ensures driver qualifications in compliance with DOT standards.
- Provides leadership during natural and/or man-made disasters or campus incidents.
- Prepares and submits an annual budget for personnel and for any planned safety or loss prevention event.
- Fosters and sustains professional relationships with various outside agencies and community contacts.
- Provides assistance and performs other related work in support of various projects assigned by the Vice President, Finance.
- Maintain up to date certifications and/or appropriate knowledge of First Aid, CPR, Safety, Fire and Hazardous Materials, OSHA, EPA, workers compensation, and SDS practices and regulations.
- Employs knowledge of insurance and underwriting practices.
- Utilize training techniques, functions, and resources for providing training programs.
- Attains information about and stays current on applicable and current best practices in risk management and safety regulations and procedures.
- Maintains Attendance.
Required Skills
- Ability and strong desire to be trained in all aspects of the position including: occupational health and safety, insurance and underwriting practices (property and casualty), worker's compensation, and other areas as assigned.
- Ability to communicate effectively both orally and in writing, including public speaking and preparing written reports and memoranda.
- Ability to establish and maintain effective working relationships with a variety of people to coordinate projects between diverse groups of people.
- Ability to conduct training presentations.
- Ability to establish objectives and direct effective long and short-range plans.
- Ability to analyze and interpret statistical data.
- Ability to work cooperatively with all personnel.
Working Conditions/Additional Information
- This position is a full-time on-campus position located at our Winter Haven campus. (Remote/hybrid options are not available.)
- Weekend and evening work may be required.
- Position may be required to work during College closures (such as winter/spring break and inclement weather closures). Requires availability 7 days a week, 24 hours a day.
- Reliable transportation is required for travel to campuses and centers. Possession of a valid Florida's Driver's License is required (or must be eligible to obtain a Florida's license within 30 days).
- Must have the ability to work proficiently in busy, multi-office work area.
- Travel to risk management seminars and conferences required.
- Exposure on a frequent basis to several disagreeable elements such as: heat, dampness, fumes, chemicals, dust, and noise.

- This position is a level P15 . Please see below for specific salary range.

Required Education
Graduation from a regionally accredited college or university with a Bachelor's degree in a related field is required.
Required Experience
A minimum combination of five years of experience in one or more of the following is required: risk management, property and casualty insurance, worker's compensation, workplace health and safety, safety training and programs. Higher Education experience is preferred.
