Job description

Minimum Qualifications NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required, but all candidates must meet the non-competitive minimum qualifications for this title. At this time, OTDA may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive, and the official probationary period will begin.


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


NON-COMPETITIVE QUALIFICATIONS:


For Trainee 1, a bachelor's or higher degree.


For Trainee 2, a bachelor's degree and one year of professional experience conducting comprehensive audits of the management, program, and fiscal affairs of local social services districts and of providers of health care or other services; and performing eligibility reviews of applicants for and recipients of public assistance for the purpose of determining compliance with Federal and State statutes, regulations, and billing protocols.


Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.


For the Full Performance Level, a bachelor's degree and two years of professional experience conducting comprehensive audits of the management, program, and fiscal affairs of local social services districts and of providers of health care or other services; and performing eligibility reviews of applicants for and recipients of public assistance for the purpose of determining compliance with Federal and State statutes, regulations, and billing protocols.

COMPETITIVE QUALIFICATIONS

Preferred Qualifications:
Familiarity Microsoft or equivalent products including Word, Excel, Access and Outlook. Strong communication skills.


Duties Description The candidate will assist with the administration of the Front End Detection System (FEDS) and Eligibility Verification Review (EVR) programs. These programs provide significant cost savings throughout the state by preventing ineligible funds from being dispersed. Duties will include, but not be limited to:

• Supporting the administration, management, and maintenance of the Front End Detection System (FEDS) and Eligibility Verification Review (EVR) programs;

• Assisting the program manager in reviewing and updating FEDS and EVR plans, which includes working directly with the local districts and other bureaus within the agency;

• Continuously evaluating programs (policies and procedures) to identify opportunities for improvement;

• Overseeing the collection of data related to each district's FEDS and EVR activities; reviewing submissions for adherence to established social services laws and standards; taking appropriate corrective action as needed; and generating numerous internal and external reports on a monthly, quarterly, and yearly basis;

• Representing the FEDS program by: assisting in the development of FEDS trainings (leading the session or acting as the Subject Matter Expert (SME)); providing training/information sessions at the New York Welfare Fraud Association (NYWFIA) conferences; and responding to written and oral questions from districts, other OTDA bureaus, and other State Agencies; and

• Monitoring updates to the laws, regulations, and policy directives for any changes that would affect the FEDS and EVR programs. Provide Policy updates related to the programs, along with support and/or training as needed.

Additional Comments A full-time, permanent or temporary appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. This position may require less than 10% travel. Candidates must be legally authorized to work in the United States.
