Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION . This National Guard position is for a HEALTH SYSTEMS SPECIALIST , Position Description Number D1472000 and is part of the DE 142 Air Evacuation Squadron, National Guard. Responsibilities 1. Assists in planning, controlling, directing, organizing, and implementing all medical administrative, operational, training, and personnel activities designed to ensure medical readiness of the unit. This includes, recruiting, retention, resource management, quality improvement, mobility, status and adequacy of equipment, medical readiness, disaster preparedness plans, deployments, exercises, security, safety, mass casualty, antiterrorism, logistics, War Readiness Material ( WRM ), medical aircrew standardization/evaluation, supply services, public information services, vehicle control, and initiating supplements to existing regulations regarding unit requirements. Plays a key role in creating and executing unit policies. 2. Manages medical service personnel in planning, providing, and evaluating patient care activities and related training programs, both on the aircraft and on the ground. Organizes and directs administrative and operational duties. Coordinates with the Executive Management Team and participates in managing medical and operational services. Maintains functional control of enlisted medical service personnel, ensures effective use of manpower, materiel, and money, and coordinates clinical activities with medical and base agencies. Plans, directs, and implements AE procedures. Inspects activities and procedures, interprets findings, and recommends/implements corrective action. Assists the Executive Management Team with developing, interpreting, and evaluating regulations, policies, and procedures. Oversees and participates in the implementation of continual quality improvement plans and programs. Collects and analyzes data and manages the unit’s Quality Improvement/Risk Management program. 3. Reviews and determines medical care, as related to aeromedical evacuation procedures, ensuring the highest level of care is provided. Conducts statistical analysis and identifies trends in core competencies, crew currencies, and proficiencies. Develops, consolidates, and compiles data, evaluates program effectiveness, prepares reports, and briefs Executive Management team at Squadron, Group, and Wing level, as well as higher headquarters. Recommends and implements actions and processes to enhance overall unit and personnel readiness, and/or to correct deficiencies in existing programs. Interprets directives and applies standards to various unrelated programs. Utilizing various methods and studies, evaluates command directed medical and flight programs and provides information on their effectiveness and status. Directs activities by assuring that work and program goals are being met and are consistent with higher headquarters policies and requirements. Advises on impact of policy changes on unit mission capabilities and operations. Liaison for community and state support activities. Provides guidance for subordinates based on mission requirements. Recommends selection of subordinates, develops performance goals, evaluates performance, and provides training and counseling. Performs analysis of manning documents and individual skills possessed to determine training needs, adverse trends, and unit readiness/effectiveness. Collects and provides data for input to the Status of Resources and Training System ( SORTS ). 4. Establishes and is responsible for on-the-job ( OJT ) training, the sustainment training program for enlisted personnel, proficiency training, and acts as trainer and certifying official. Determines training needs, schedules personnel for appropriate training, and conducts follow-up review to ensure appropriate training has been accomplished. Maintains related records on training received. Closely monitors progress of personnel in upgrade training. Advises Health Systems Specialist when any trainee is approaching overtime training status and recommends corrective action(s) to be taken. Ensures sufficient time is made available during training periods for unit OJT Supervisors and trainees to document appropriate training. Coordinates with host medical facilities for providing appropriate training during Annual Tour (AT) activity, and in support of plan objectives. Performs analysis of manning documents and individual skills possessed to determine unit readiness. 5. Performs as flight instructor/examiner to ensure operational readiness of medical specialists on actual and/or simulated aeromedical evacuation missions. Serves on the unit Review and Certification Board and conducts initial, re-qualification, and periodic flight standardization/evaluation checks of assigned medical specialists. Serves as Flight Instructor for ground and flight training for initial upgrade as well as re-qualification training. 6. Instructs, evaluates, and examines Flight Instructors and Flight Examiners. Requirements Conditions of Employment Qualifications Military Grades: E-5 (SSgt) – E-7 (MSgt) Compatible Military Assignments: X4N071 SPECIALIZED EXPERIENCE : GS-09 ANG HEALTH SYSTEMS SPECIALIST (Intermediate Career Level) MUST HAVE 12 MONTHS OF EXPERIENCE IN THE FOLLOWING : Have military or civilian working experiences and knowledge of the basic principles and practices related to the management of health care delivery systems. Military or civilian working knowledge is required in general clerical procedures; medical terminology; regulations, and directives; medical ethics; health records administration; principles of coding; and anatomy or physiology programs. Must have at least 12 months military or civilian experience at a novice competency level in one of the medical service core functions, which are prescribed as: Health facilities, health plan management, medical resources, health care information management and information technology, medical logistics, or medical readiness (including aeromedical evacuation). Have military or civilian working experiences and knowledge in analyzing and recommending solutions to complicated problems. Experienced in developing and implementing various policies and procedures used in the state medical programs. Experienced in various administrative areas such as budget, personnel and public relations within a medical unit or medical activity. QUALITY OF EXPERIENCE : Qualifications are not based solely on time. Qualification factors include experiences in other civilian and military health services programs. A candidate’s competencies (knowledge, skills, abilities, and behaviors) are evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria and unit assignment requirements are always followed. The applicant’s full range of military service and civilian employment experiences, military and civilian performance records, resume, training certificates, and educational accomplishments must show possession of the competencies needed to successfully perform the health services program work. The applicant’s record of experience, training, and education must show possession of competencies needed to effectively and efficiently perform the position description’s described responsibilities and duties. Prior to appointment to the technician position, the applicant must qualify for awarding of the established military compatible skill, to include its qualification criteria, training schools, and manpower directed military unit of assignment.
