Under the direction of the Director of the Office of Youth and Community Restoration (OYCR) and General Counsel of the California Health and Human Services Agency (CHHS), the Attorney III provides legal counsel for the OYCR on sensitive policy issues, legislation, regulatory compliance, and policies and procedures. The Attorney III will support the Director and Deputy Director in the implementation of Senate Bill 823, Chapter 337, and Statutes of 2020, which transitions systeminvolved youth from the State to county-based custody, care, and supervision. The Attorney III will support the OYCR to improve the youth justice system through identifying and disseminating best practices and developing data-driven policy recommendations.

This is a remote-centered telework position that will telework 80% of time. A teleworker is considered Remote-centered if they work fifty percent (50%) or more of their time from an alternate work location (e.g, employee's home).
The Statement of Qualifications (SOQ) must not be longer than 3 pages in length, single spaced, 12-point Arial font, with number for each question to be answered separately. Resume or cover letter will not be considered a substitute for the SOQ.
1. Describe your knowledge of youth justice reform policy issues such rehabilitative and restorative youth practices, trauma-informed care, diversion and re-entry, mental health and substance use treatment services and integrated youth programs.
2. Provide examples where you demonstrated strong analytical skills with the ability to problem-solve and use critical and creative thinking to effectively perform work.
3. Describe your experience communicating effectively, both written and oral, with representatives of federal, state, and local governmental agencies, and other organizations.
4. Describe your experience advising top level administrators on legal, policy and strategic issues, including the ability to analyze and advise on issues with a broad policy perspective.
5. Describe your understanding of the causes of structural racism and strategies to address them.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are considered limited term, 12 months, and may be extended up to 24 months or become permanent.
Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.

• Clear and demonstrated understanding and knowledge of the legislative process and associated protocols.
• Lived experience within the juvenile care continuum.
• Value community engagement and community stakeholder input.
• Understand of the causes of structural racism and strategies to address them.
