Job description
We are seeking for a highly motivated, internationally minded, leader to fill the Knox Perry Planning Office / Technical Assistance Team (KPPO/TAT) Supervisor role in Alexandria, Egypt.
The KPPO-TAT, Supervisor will be required to directly supervise, mentor, and train assigned Egyptian apprentice and journeyman personnel. This includes assigning work, evaluating performance, identifying training needs, and hearing/resolving issues and conflicts. As an In-Country-Team member, the Supervisor is expected to maintain a good working relationship with Egyptian Navy counterparts in a dynamic work environment.
GENERAL DUTIES:
- Directing US and Egyptian personnel in the planning and development of work packages for DSRAs, SRAs, PMAs and emergent work in support of former US Navy class ships.
- Directing US and Egyptian personnel in providing all facets of technical training, troubleshooting, maintenance, and ship operational support
- Participate, as a key member, in Work Definition Conferences, Arrival Conferences, Departure Conferences, Docking Conferences, Production Meetings and all other meetings and conferences germane to the repair of both HM&E and Combat Systems Equipment aboard former US Navy vessels.
- Responsible for planning and coordinating major training evolutions to include, Light Off Assessments and Vendor performed evolutions.
- Developing detailed Plan of Action and Milestone (POAM) inputs for key planning and training events and providing progress reports to the project management team.
- Provide weekly and bi-weekly progress reporting to the Egyptian Navy and off-site project management team.
- Plan and execute weekly progress and status meetings with High-Ranking Egyptian Officers.
- Manage and provide recommendations for proposed special projects, upgrades and resource management.
- Accountable for all matters concerning the performance and quality of support provided to the Egyptian Navy and NAVSEA as related to the technical assistance team.
- Record comprehensive lessons learned throughout all phases of training and technical support and develop new processes and procedures to improve services.
- Cooperates and collaborates with other supervisors to coordinate activities of various projects.
- Oversee the development of detailed SOW and RFPs for contractors and subcontractor work as required by the In-Country Manager.
- Ensure Quality Assurance procedures and tests are followed.
- Manage and provide recommendations for the accomplishment of emergent work for ships not in availability.
- Ensure Quality Assurance procedures and tests are followed.
- Act as the In-Country Manager when needed.
- Other duties as assigned.
REQUIRED QUALIFICATIONS:
- Possess familiarity with project management toolsets to include Microsoft Project, Risk analysis, Primavera or similar tool.
- Excellent oral and written communication skills
- Ability to work with a wide variety of functions and levels of management.
- Must be a self-starter with limited supervision.
- Ability to help identify program risk and work with Program Manager to mitigate and resolve program risk.
- Ability to interpret program requirements via multiple sources (RFP, SOW, WBS, etc.).
- Ability to support management and customer reviews as requested by Program Manager.
- Ability to identify and recommend improvements to scheduling processes, practices or materials, which lead to positive results in product quality.
- Demonstrated ability to exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers.
- Must have ten (10) to fifteen (15) years of progressive experience in the repair of ship systems.
- Must have five (5) years of experience in a shipyard environment as a Senior Planner or other equivalent roles.
- Demonstrated experience in providing technical guidance and oversight to repairs and upgrades to all HM&E and weapons systems aboard former US. Navy vessels.
- Bachelor’s Degree in Engineering or Technical area or equivalent work experience.
- Must be able to obtain and maintain a Country Clearance and Base Pass authorization.
- Applicant must have a current passport with at least two (2) years prior to expiration after arrival in Egypt.
- Must be able to work in a heavy industrial environment, on and off-board vessels.
DESIRED QUALIFICATIONS:
- Project Manager Professional (PMP) Certification.
- Understanding of Earned Value Management (EVM) concepts and procedures
- Have experience working in an Arab country for long periods of time.
- Proven ability to provide status reporting (status charts, variance analysis, etc.).
- Knowledge of computerized maintenance management systems (CMMS) to include American Bureau of Shipping Nautical Systems 5 and/or Enterprise (ABS NS 5/Enterprise).
- The selected applicant will be subject to a background check and drug testing.
- A secret security clearance is recommended but not required.
