- The office for this position is located at the Harry S Truman State Office Building, 301 W High Street, Jefferson City, MO. 65101.
- Candidates who complete a successful onboarding and training period may be eligible to work at an alternate location in compliance with OA-ITSD's Distributed Workforce Plan.
Why you'll love this position: This is an exciting opportunity to serve in a leadership role for the Office of Administration, Information Technology Services Division supporting the Department of Natural Resources (DNR). This is a manager-level position responsible for the development and maintenance of DNR agency systems, as well as project and resource management. This position is responsible for approximately 20 full-time staff. The full group supports an application portfolio containing over 100 applications mainly utilizing the Java platform and several other systems utilizing a variety of technologies. The DNR App Dev Manager will report directly to the Deputy Chief of Business Systems Development.
This position is with the Office of Administration, Information Technology Services Division (OA-ITSD) supporting the Department of Natural Resources (DNR).

What you'll do: The successful candidate will:
- Possess significant experience with all aspects of managing staff, along with the ability to clearly and effectively communicate to staff and stakeholders expected outcomes and impacts.
- Engage and maintain the appropriate members of a cohesive team to support the needs of the DNR that may include the Business Relationship Manager, Project Managers, Business Analysts, Technical Architects, other Application Development Managers as well as your direct team.
- Coach team members to continually deliver high-quality solutions that exceed customer expectations and provide outstanding customer service.
- Determine resource needs (future and near-term) and take a lead role in recruiting, onboarding, developing, recognizing, and compensating employees.
- Cultivate strong relationships that encourage personal and technical development in your team as you mentor, communicate expectations, monitor, and provide advice on performance.
- Utilize available tools to coordinate and monitor work products to build, enhance, and maintain software solutions and monitor ongoing maintenance work items, establish reporting metrics and benchmarks that provide feedback on development pipeline and team performance to stakeholders.
- Communicate status to users, stakeholders, customers, steering committees, and internal/functional IT teams. Escalate issues and offer potential solutions to solve problem(s).
- Ensure secure coding and comprehensive testing of all development work to achieve the highest quality releases possible.
- Provide value-added Level of Effort (LOE) input in State Fiscal Notes and future projects.
- Act as a catalyst for continuous improvement in the solution portfolio and development processes.
- Act as a liaison across Application Development, PMO, and Infrastructure teams to determine the most efficient path to deliver solutions and enhancements.
- Assist PMO with vendor management and contracts.

- Able to present ideas and proposals to a wide range of audiences spanning technical and functional and including agency leadership, ITSD leadership, and vendors.
- Demonstrates strong leadership, facilitation, situational awareness, conflict resolution skills, and the ability to champion continual improvement, empowerment, and drive increasing transparency.
- Aptitude and desire to quickly learn new technologies and effectively communicate with both technical and non-technical people.
- Process improvement and application development methodology knowledge highly desirable.
- Ability to work on multiple projects or tasks at the same time in a fast-paced environment and adapt easily to changing tasks.
- Familiarity with web-based and cloud technologies.
- Successful background check results are required for employment in this position. This may include background checks involving a candidate's name and/or fingerprints and other screenings as needed for the specific position.
