JOB OBJECTIVES

The Director of Fiscal Operations is responsible for setting the strategic direction and managing services provided by Accounting Services, Business Services, and Student Accounts Receivable. The Director provides leadership for the staff that provide administrative services relevant to accounting, accounts receivable, student accounts, purchasing, accounts payable, and budgets for the college, ensuring compliance of federal, state, and institutional policies.

ESSENTIAL JOB FUNCTIONS

Oversee the preparation of financial statements and reports.

Oversee the preparation of month-end closing entries.

Oversee the preparation of the budget process.

Implements, monitors, and oversees internal controls as it relates to accounting and business services for accuracy of information and account classification.

Develops procedures within the Finance Department.

Implements policy within the Finance Department.

Provides technical advice, information and assistance to individuals or departments in interpreting budgetary/financial data and procedures.

Works with Vice President of Finance and Operations in specialized reporting, audit responses, and investment fund allocations.

Works with state and federal officials and auditors.

Coordinates preparation and submission of various external reports.

Performs other duties as assigned.

JOB STANDARDS

Bachelor’s degree in Accounting or related field from an accredited college or university required.

8 years of accounting experience required including budget forecasting.

Must have extensive knowledge in GASB and higher education/governmental accounting standards.

3 years supervisory experience.

Current CPA license or obtain CPA within six months after employment.

CRITICAL SKILLS, EXPERTISE AND EXPERIENCE

Knowledge of current accounting theories and practices involving auditing and budgeting procedures.

Knowledge of college, Tennessee Board of Regents, state and federal rules, regulations, procedures and accounting practices.

Knowledge of financial reporting requirements of GASB, AICPA, NACUBO and the State of Tennessee.

Knowledge of verbal and written communication skills consistent with interpreting policies and procedures, providing clear and concise information, compiling information into complete and accurate summaries and reports.

Interpersonal skills consistent with establishing and maintaining effective working relationships with other employees.

Ability to make decisions using sound judgment.

NON-ESSENTIAL FUNCTIONS

Promote, participate and support student recruitment and retention efforts.

Serve on various campus committees.

EQUIPMENT

Work activities routinely involve work personal computers, scanners, and peripheral devices.

LOCATION

The Accounting Services Department located on the main campus of Cleveland State Community College is the primary workplace.
