Job Overview
The Senior Manager, Technology Project Management Office (PMO) - PMO PROCESSES is an expert in the Program Management field and is responsible for delivering highly strategic and highly visible large transformation technology programs for Disney Enterprise Technology and its partners. The Senior Manager, Technology PMO is responsible for leading the Enterprise Technology PMO team of Technical Program/Project Managers, and Project Coordinators ensur ing that their designated projects and programs are successfully executed, partnering with our technical and business teams. This leader will provide leadership to Program/Project Managers and Project Coordinators overseeing small-to-large-scale initiatives for TWDC impacting one of more technology pillars. Role can be based on-site in Orlando FL, Burbank CA or Seattle .
The leader will also partner across the organization to drive PMO processes, standards, and tools improvements to offer predictable delivery of programs and projects for our organization. The leader will oversee continuous improvement activities around program delivery, raising the maturity and capabilities of the program delivery discipline. The leader will use varied project management methodologies together to keep projects in scope, on budget and delivered on time. As part of our Program Management team, the leader will directly provide leadership to the Project Management team they oversee. The leader will be the main contact to the executives within their assigned organizational area for a full portfolio of programs, status, and resourcing of PM talent. The ideal candidate demonstrates not only continuous excellence in Project/ Program Management delivery but also actively drives initiatives to mature Project and Program Management services within the Enterprise Technology organization .
The Senior Manager, Technology Project Management Office (PMO) works in a fast-paced, collaborative environment and reports to Enterprise Technology, Director , Technology PMO and may also support technology programs across one or more Enterprise Technology pillars and portfolios .
JOB RESPONSIBILITIES & DUTIES
People Leadership
Accountable for leadership , coaching , performance management and career development for a large team of project managers assigned to program s and projects
Provide feedback on quality, timeliness and cost-effectiveness of customer and internal deliverables, and coach direct reports regularly
Meaningfully contribute to the forecast and allocation of PM resources based on essential
demand, skills, and mobility opportunities
Build a team environment of self-organization, retrospect to learn and adapt with the goal of delivering the highest value to our guests and cast
Proactively identifies and resolves resource constraints on programs/projects to meet program commitments across one or more pillars
Provide metrics to understand resource allocation and alignment to strategic priorities
Provide oversight, guidance, and execution of Project Management Office (PMO) functions, including risk management, schedule management, resource planning and deliverable coordination
Work without considerable direction and maintain responsibility for the supervision and development of first level managers and individual contributors
Improve agility, scalability and rapid deployment of resources through expanded labor

Program and Project Management Delivery
Provide e xpert program-level experience in leading complex technology projects or multi-threaded efforts including application delivery, infrastructure, networking, data management, security, and business relationship management
P rovide technical execution leadership to one or more project managers, scrum masters, and project financial controllers and is required to deliver projects within the leader’s responsibility
Act as the executive alignment or escalation point on key customer engagements
Partner with our executive sponsors to ensure strategic portfolio and program goals are
clearly identified , understood, and codified
Provide feedback and work on the development and maturity of internal implementation processes (staffing, delivery, escalations, prioritization, etc.)
Manages and c onsolidates program/project status reports for a portfolio or pillar to demonstrate project overall health, key performance indicator (KPI), risk, issues, accomplishments, next steps, and escalation requests ; m anage s overall portfolio view (status, FI, health) for assigned organizations
Prepare executive-level project status presentations and dashboards and creates data visualization elements to provide a graphic demonstration of project analytics and metrics
Lead and drive cross-pillar and cross-segment programs and projects through full life cycle ensuring the project is delivered on-time, on-budget, and on-function
Expert facilitator that can lead meetings and large workshops driving commitments, accountability, and deliverables
Consistent demonstration of a growth mindset with the ability to scale and manage projects in different disciplines; provides coverage
Meet regularly with project teams to comprehend the scope of IT projects being initiated and facilitate periodic project reviews
Collaborate with data /project governance and cross-functional teams to align and integrate processes and routines
Pr oject Methodologies and Frameworks
Serve as subject matter expert and "go-to" person for guidance in the project/ program management discipline
Work across teams (executives, project managers, and vendors) to mature program and
capabilities, respecting the diversity of each organizational area
Identify process and practice improvements in the project management environment and drive initiatives to mature Project and Program Management services ( e.g. artifacts standardization, onboarding process etc. )
Expert knowledge of the integrated systems lifecycle development utilizing different – and sometimes – multiple Project delivery frameworks (e.g., agile, waterfall, hybrid, etc.)
Sponsor/ f acilitate process improvement discussions across internal functions to implement changes that improve organizational performance and processes and accelerate project management maturity
Drive adherence to project processes, procedures, methods, and standards for project delivery and leverage across the project
Direct the identification of risks which impact project delivery and ensure mitigation strategies are developed and executed when necessary
Responsible for the management of multiple projects; manages a department, product or process with a large amount of independence.
Thorough understanding of product and software development lifecycle processes, procedures , and tools and/or thorough understanding of network infrastructure deployment
Thorough understanding of technical project delivery with a focus on Agile delivery and Agile work management tools such as Jira, Rally, VersionOne , etc.
Expert at using modern work management and collaboration tools (Smartsheet, JIRA, MS Project on the Web, Confluence, SharePoint/Teams, Slack /Teams )
Advanced experience in leadership guiding teams to think Lean and be Agile with the a bility to shift entire teams from Waterfall to Agile product delivery
Help teams improve the maturity of program execution while maintaining quality and cost ownership
Promote deeper PM expertise complemented by technical expertise
Identify best prac tices in tools, artifacts, and proce sses to increase maturity of our
program management holistically
Help drive holistic methodology , artifacts, and tools
Build strong relationships across the organization
Utilizes expert communication skills to facilitate project-related conversations with technology senior leaders/managers/directors and service owners alike, and driving tasks and project dependencies to completion across multiple supporting teams ; with accountability for mentoring other project and program managers
Technical Depth
Strong Technical working knowledge in application delivery and one or more domains with the ability to flex across other domains including: workplaces services platforms and services , on-prem and SaaS/PaaS content and collaboration tools, security, websites & portals, email/messaging platforms, video and voice solutions deployed at scale, workplace devices, support , and authentication ; Network and Infrastructure working knowledge: Datacenter migration, wireless refresh, network segmentation, Cloud migration.
Supports projects in the enterprise software space (SaaS, PaaS, and On-Prem) with integrations across diverse environments.
· Applies technical domain experience across software development life cycle from project initiation, planning, and development/implementation practices leading architecture, tools, system integrations, enhancements of new and existing Cloud and On-Prem application solutions (e.g. data/reporting integrations, Salesforce, content management solutions, web/mobile, messaging systems, other business technology platforms) to help progress projects and influence engineers, developers, architects, quality assurance and product teams on highly complex programs and projects across multiple pillars in order to:
· evaluate technical programs and projects
· establish project estimates, release and implementation plans
· illicit technical issues and risks
· facilitate the development of technical and business plans and solutions of new and enhanced technical systems
· collaborate with cross-functional technical, business and procurement teams including developers, architects, engineers, quality assurance, operations and product resources
· Estimate, lead the development or implement solutions using strong agile development and project management methodologies/frameworks (Scrum, Kanban) and estimation models (Fibonacci, scrum poker etc.,) for large/complex agile development projects

Work Experience
10+ years of p roven experience as a leader and decision-maker in leading large technology, multidisciplinary efforts across a large-scale matrix organization , preferably for a large company
10+ years of experience with providing project management and technical direction to project teams using a Software Development Life Cycle framework, including Waterfall and Agile
5+ years experience serving in a leadership role on a small to mid-sized Agile development team s that was diligently applying SAFe , Scrum , or Kanban principles, practices, and theory, with a focus on Agile delivery and Agile delivery tools
5+ years of demonstrated experience in a people management /supervisory role in technology, including: Demonstrated competency in strategic thinking and leadership, with strong abilities in relationship management ; Demonstrated leadership of multidiscipline, high-performance work teams/groups
3+ years of experience s uccessfully develop ing and implement ing PMO organizations and new work processes or process improvements
Executive-facing role
Excellent organizational skills and written/oral communication skills, at various levels in an organization
Experience with direct management in supporting services and information management within a technology organization
Demonstrate experience working in a matrix environment managing multiple stakeholders, and have a leadership presence
Experience with facilitating gates and project reviews
Experience with aligning projects and programs with an organization’s strategic goals
Experience with conducting research, quantitative analysis, and presenting analytical findings to internal and external stakeholders, including team members, clients, and executives
Knowledge of change management frameworks
Proven experience working with customers to develop solutions to complex business problems.
Required Education
BA/BS in business, computer science preferred or other technical field or appropriate work experience . Master’s degree preferred .
Licenses / Training ( e.g. professional certifications)
PMI or Scrum Alliance (or similar) certifications in Program Manager, Project Manager, Scrum Master or ITIL competencies are preferred

The hiring range for this position in California is $$176,200 - $220,300 per year and in Washington is $184,600 - $230,800 per year. The base pay actually offered will take into account internal equity and also may vary depending on the candidate’s geographic region, job-related knowledge, skills, and experience among other factors. A bonus and/or long-term incentive units may be provided as part of the compensation package, in addition to the full range of medical, financial, and/or other benefits, dependent on the level and position offered.Job tags
