Your Specific Responsibilities:

This position is part of the Administrative Services Team. The position is the primary purchaser for DOH-Citrus and backup purchaser for DOH- Marion. This position also provides fiscal support in Administrative Services for Marion County.

Prepares and reviews purchasing documents to ensure that all requisitions are accurate and conform to the agency policy, procedures and regulations for DOH-Citrus in MFMP. This includes working with supervisors and staff to ensure purchasing requirements are met in a timely and economical manner. Continually reviews purchases to identify problem areas impeding timely completion of requisition/purchase order process and provides corrective action and/or training to eliminate barriers. Completes spreadsheets for tracking all requisitions to assure that they are processed in a reasonable length of time.  Purchasing requires the knowledge of state vendor contracts, alternate contract sources, how to quote out items that are not on state contracts and the maintenance of vendor quotes. When necessary, works with legal, state purchasing office, etc. to prepare legal advertisements, formal bid invitations and correspondence regarding purchasing. Travels to DOH-Citrus at least annually to provide hands on purchasing training for staff.

Acts as a backup purchasing agent for DOH–Marion as needed. (Same purchasing duties as described above)

 

Attends meetings, workshops, and conferences keeping current with changes and/or additions to purchasing rules, laws, and procedures; product changes and/or upgrades; minority requirements; maintains and increases professional development

 

Responsible for reviewing and reconciling p-card purchases, attends training on usage, and maintaining security of the state purchasing card. Understands that personal or unauthorized use of the card will result in disciplinary action and restitution to the department. Processes, reviews, and reconciles P Card charges in the WORKS system as the cardholder and at secondary levels as needed within required timeframes.

 

Provides support to Accounts Payable and Receiving for DOH-Marion. This includes assisting with filing POs, receiving, reviewing, and preparing invoices for payment by assigning correct Org, EO and object codes after verifying that products/services have been received and that all proper documentation is attached. Inputs PO based invoices into AOD or calls vendors to charge qualifying invoices to p-card. Ensures all blanket purchase orders have been received in AOD prior to processing of invoices. Research missing items and incorrect charges by contacting the vendor or department. Closes purchase orders when items are cancelled. Receives vouchers and scans additional documentation into W-drive and Axiom. Reviews and makes sure vouchers are ready for QA.

Scans p-card vouchers and associated documentation into W- drive. Reviews encumbrances to check for outstanding purchase orders and research to see if closure is needed and/or needs to be released.

 

Provides additional support regarding Fleet. Assists shipping/receiving by verifying that vehicle logs and spreadsheet are completed accurately and timely. Obtains vehicle information to submit for approval of repairs. Tracks safety recalls and verifies repairs have been made. Breaks down each department’s billing and usage in vehicle log. Prepares fleet invoices for payment to include a breakdown for each department for fuel and repairs. Drives fleet vehicles for service as needed.

 

Provides other administrative backup duties as required, including but not limited to, shipping/receiving for DOH-Marion, deposit assistance, etc.

Experience working with Microsoft excel
