Project Overview

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities. This position   will support the High-Level Waste (HLW) Vitrification efforts from restoration to completion. The HLW is the most complex of all the WTP facilities and will host some of the top professionals in their field to design, engineer, procure and construct HLW vitrification systems. This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends as needed. Selected applicant needs to be able and willing to work night shift (5:30pm to 4:00am) and weekends as needed.

Position Summary

Under management supervision, the Industrial Safety Specialist I is responsible for implementing and administering project industrial safety programs affecting employee, public safety and occupational health. Serves as a resource for line management to administer a proactive prevention program for occupational accidents and illnesses; under general supervision performs technical work in a wide range of Industrial Safety(IS) disciplines to achieve compliance with S&H standards along with federal and state regulatory requirements; exhibits knowledge and applies fundamental concepts, practices and procedures of IS; assists in the development, implementation and maintenance of IS programs, systems and procedures; monitors and prevents hazards and diseases that could be found in the work area; investigates accidents, injuries, and complaints concerning hazards in the workplace; recommends improvements in processes, design, procedures and operating equipment to minimize hazards; conducts employee training, emergency preparedness and assures the quality of programs.

Responsibilities

• Support the management and implementation of the ES&H program on HLW including identifying workplace hazards, developing appropriate hazard controls and mitigation strategies and training for both office and field locations, and providing oversight of work activities to ensure controls are effectively implemented.
• Ensuring quality control processes are incorporated into safety policies, process, and procedure to monitor all aspects of regulations by being informed of all existing and proposed changes in occupational health and safety regulations. 
• Supporting worker safety and health needs, including injury and event response. 
• Recognizes, evaluates, and recommends and implements policies and procedures ensuring effective implementation of safety and health rules, regulations, policies, and procedures to assure awareness and compliance with safety requirements. 
• Assisting the Site Manager/Completions Manager in handling the ES&H related aspects of the construction site. 
• Participating in pre-task and safety meetings. 
• Performing incident/event investigations and preparing associated reports; conducts investigations of injuries/illnesses, conditions that could/do have direct safety impacts and potential liability.
• Participates in comprehensive audits and inspections of safety programs to identify, prevent, and control significant loss producing exposure to safety hazards. 
• Reviews and provides recommendations for the correction of hazards situations for compliance with OSHA, state, and other Federal regulations.
• Provides guidance and direction for safety staff and leadership within the Environmental Health and Safety function of the organization. 
• Promotes communication programs to coordinate the incorporation of safety into ES&H programs and to enhance and encourage employee awareness of accident and fire prevention, industrial hygiene, and environmental compliance. 
• Conducts safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project’s ES&H plan. 
• Ensure training is developed for HLW ES&H procedures for construction craft. 
• Conducts performance reviews of employees under their direct supervision providing opportunities for professional enhancement and growth in their field as well as mentoring and coaching on areas of improvement and acknowledgement of successes. 
• Compiling ES&H reports. 
• Coordinating with safety, health and environmental authorities having jurisdiction over the project.
• Ensuring compliance with environmental permits.
• Be an advocate and active supporter of best practices.

Qualifications and Skills

Basic Qualifications

• Bachelor of Science degree in the sciences (e.g., environmental science, biology, public health, chemistry), Engineering, or a related field from an accredited university with 1 years of progressive, related experience. In lieu of a degree, 7 years of progressive, related experience.

Minimum Qualifications

• Must be able to complete and pass a pre-employment physical, drug screen, and background check which includes verification of employment and education.
• Must be able to obtain a DOE badge for access to the Hanford site.
• Advanced skills in oral and written communications.   Knowledge of safety procedures, engineering systems, principles, and methodologies.
• Knowledge of national and international safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
• Knowledge of engineering and construction systems, methods, and work processes.
• Knowledge of construction planning, estimating, procedures, and execution.
• Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
• Experience in safety inspections/assessments during construction and/or operations.
• Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety processes and procedures.

Preferred Qualifications

• Possesses the legal right to work and remain in the United States without sponsorship. WTP and/or DOE experience. Prior Bechtel ES&H Experience
