Job Description and Duties

Under the direction of the Information Technology Service Division (ITSD), Cybersecurity & Engineering Supervisor (Information Technology Supervisor II), the incumbent acts as a technical specialist on the California State Lottery's (Lottery) wide array of security-related functions. The duties for this position are focused in the Information Security Engineering, System Engineering, Software Engineering, Client Services, and Business Technology Management domains however, work may be assigned in other domains as needed. Duties include, but are not limited to:

• Monitor systems and networks for intrusions, threats, and events.
• Analyze, troubleshoot, and investigate security alerts, events, anomalies, and incidents.
• Perform regular vulnerability scans, security assessments, and penetration tests.
• Analyze vulnerabilities/findings, write and present detailed assessment reports, and recommend solutions.
• Build, enhance, and maintain security-related controls, apps, reports, dashboards, alerts, playbooks, and other required security objects/components.
• Maintain, operate, and adminster security-related systems, tools, and platform.
• Provide technical and security support to project and operational teams.
• Performs forensic and root cause analysis.
• Conducts threat hunting activities to find threats lurking undetected within the Lottery's technical environments.
• Reviews project documents, change requests, and procurements for security risks and impacts.
• Develop and maintains technical security documentation, guidelines, and security standards.
• Assess system settings and configurations, access controls, and maintenance and operations processes for compliance with security requirements, policies, guidelines, and standards.

This position is headquartered at the Sacramento HQ and is eligible for either a remote-based or office-based telework schedule. Employees must be able to report to their assigned headquarters office as needed. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires employee residence in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Associate degree or higher in Computer Science, Cybersecurity, Information Systems, or related field of study.
• Minimum 6 months of experience in an IT Security, Cybersecurity, Information Security, or related-role.
• CISSP, GIAC, CompTIA Security+, or equivalent certifications/training.
• Minimum 6 months experience performing security monitoring and incident response/remediation.
• Minimum 6 months experience performing security reviews, assessments, or tests.
• Minimum 6 months experience with vulnerability management/remediation, security event analysis, and threat hunting.
• Minimum 6 months experience building, maintaining, and administering security controls, tools, platforms, or other security-related objects/components.
• Minimum 6 months of IT infrastructure support or system engineering/technician experience.
