The PTPS IT Hardware and Software Specialist is responsible for a broad range of functional and technical tasks related to implementing and supporting primarily IT hardware, cloud-based systems, and software systems for the university. Responsibilities include the coordination of the Parking & Transportation IT Team section operational activities, recruitment, training, personnel management, and associated tasks including system hardware maintenance & repairs, project management, business Analysis, coordinating implementations & upgrades, and development of communication and training programs related to technologies delivered by the Parking & Transportation Services. The individual will apply their functional and technical knowledge of hardware systems, business process analysis as well as IT knowledge to solve client needs.

Responsibilities and Duties

Software Hardware & Component Systems

• Understand the technology, information, and operational needs to determine which internal and/or vendor software, and hardware component appropriate solutions.

• Serve as primary liaison and support for all hardware associated with Parking, Transportation, & Postal Services including but not limited to enforcement equipment; LPR; LCD displays; shuttle AVL/GPS equipment; key access equipment; radios, gate system; postal services equipment; PC's; printers; scanners; etc.

• Coordination and/or completion for maintenance and/or upgrades, troubleshooting issues, and replacement of parts and components. To include coordination with vendor and/or campus technology department where applicable.

• Create, update, and maintain testing scripts for hardware for maintenance as well as upgrades for functional operational use.

• Oversight of acceptance and disposal of IT hardware which includes coordinating with appropriate department for campus inventory for new IT hardware.

• Maintain inventory of all hardware and hardware components to include but not limited to enforcement equipment, shuttle cameras; shuttle tablets; office computers & printers, radios, and establish protocol for replacement of equipment.

Software Systems and Implementation

• Understand the technology, information, and operational needs to determine which internal and vendor technology best solutions.

• Serve as primary liaison and/or support for proprietary software applications associated with Parking, Transportation, & Postal Services to include but not limited to parking management system; license plate recognition systems; shuttle AVL systems; garage counter systems; garage gate systems; shuttle camera systems, pay by phone app' parking ePermit reservations & event system, internal key access system; etc.

• Configurations of software systems, troubleshooting, and updates on yearly basis or as needed/directed basis to include but not limited to shuttle AVL systems, garage counter systems, garage gate systems; parking rates on applicable programs; system notifications; LPR camera/patroller settings; file interface, etc.

• Primary for security protocols for etc. and meet standards of Towson University and the system.

• Primary for technical support & training is provided for Parking, Transportation, & Postal staff.

• Assist senior management of Parking, Transportation, & Postal with defining, updating, and documenting analysis processes and approach.

• Coordinate with other campus support groups to ensure appropriate file feeds, data storage, etc.

• Write SQL queries to support implementation, testing and maintenance of systems.

• Write and execute test scripts.

Operation process and relationship management

• Cultivate and maintain relationships with key campus stakeholders.

• Communicate complex technical concepts to non-technical audiences in a compelling, approachable manner.

• Look for opportunities to leverage technology to achieve department operation objectives.

• Function as a "technology translator" engaging in relationship management between OTS, vendors, and internal groups to increase the value realized from those IT services, investments, and competencies. -Bridge the gap between both technical and non-technical audiences.

• Research, review, analyze the effectiveness and efficiency of existing requirements-gathering processes and develop strategies for enhancing or further leveraging these processes. Develop solutions to resolve complex technical issues; translate operational requirements into process; define standards, methods, and best practices.

• Serve as the department contact for software documentation and provide training to staff.

• Working independently, or with a team, to recommend, plan, develop and support implementation of project-specific IT solutions to meet tactical and strategic operational and University goals for hardware and software.

• Ensures appropriate level of understanding of the tools and technologies in place and/or being implemented.

Personnel Management

• Supervision and daily oversight of IT team staff performance to ensure staff are meeting expectations regarding properly servicing customers, IT related tasks and projects, IT work orders and appropriate/accurate utilization of software systems, etc.

• Responsible for personnel issues including recruitment, training, performance management, and performance reviews.

• Coordinate with reporting staff, Assistant Director A&F or designee, and Office of Human Resources to ensure personnel issues are being handled consistently and in accordance with established university policies and procedures.

Project Management

• Serve as Project Manager for cross-functional system implementations and integrations, upgrades, etc. resource management, and communications.

• Ensures all project deliverables and outcomes are implemented within scope to meet expectations of project.

• May lead or assist with special projects, including operation-wide projects.

• Other duties as assigned.

Qualifications and Skills

• Bachelor's Degree and three years of work experience.

• Three years of professional experience while performing IT hardware maintenance, troubleshooting, and software system technology solutions or similar position.

• At least one year of professional experience with SQL, including ability to develop queries.

• At least one year of supervisor experience in a higher education environment, medical field, or similar fields.

• Proactive approaches and ability to work independently to include researching and/or reaching out to support entities to manage and troubleshoot software and hardware systems efficiently and effectively.

• Proven ability to optimize business processes and to integrate business processes across disparate systems.

• Proven ability to explain critical integration intra- and inter- touchpoints of the respective applications, modules, and hardware.

• Exposure to & knowledge of multiple, diverse IT hardware and components.

• Exposure to & knowledge of multiple, diverse business systems, cloud platforms, technologies, and processing environments. (e.g. Data Transformation tools, Business Intelligence Platforms).

• Ability to work in a team environment and function as a team lead.

• Ability to communicate clearly and effectively in both verbal and written formats with both technical and business staff.

• Excellent problem-solving skills involving complex problems.

Salary and Benefits

$60,673 annually and full University benefits that include annual leave, up to 15 holidays, personal and sick days; excellent health, life, and retirement plans; and tuition remission.
