DEPARTMENT OVERVIEW Physical Planning, Development & Operations (PPDO) manages and oversees all University activities and services related to physical and environmental planning, design and construction, engineering, physical plant maintenance and operations, capital planning and space management, and the associated business services necessary to support these functions. The University's main campus is spread across more than 2,000 acres and includes over 500 buildings comprising more than 8 million square feet. The department includes operating budgets of over $54 million, manages a project portfolio of approximately $950 million, and employs over 370 full-time staff to carry forth the duties necessary for the campus' development and operation.

JOB SUMMARY Under the general direction of the Principal Architect, Office of Design & Construction, the Senior Architect oversees the design and construction of capital projects, including renovations, expansions, new facilities and infrastructure, and landscape projects. The incumbent collects, develops, and analyzes technical data to determine project requirements and preparation of information regarding specifications, materials, equipment, estimated costs, and completion times. The Senior Architect also performs architectural, planning, project management, and administrative tasks, conforming to the standards set forth in the campus Long Range Development Plan (LRDP) and related Environmental Impact Report (LRDP-EIR), campus standards, Physical Design Framework, UC Sustainability Practices Policy, and area planning studies.
APPOINTMENT INFORMATION Budgeted Salary: $135,000-$150,000/annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES 25% - Project Management & Documentation - Provides technical information needed by the campus Environmental Planners and consultants to prepare and publish environmental documents (e.g., Initial Studies, Negative Declarations, Environmental Impact Reports) as required for each project by the California Environmental Quality Act (CEQA). Coordinates preparation of those documents with project development as necessary. Monitors projects at all stages of design and construction for conformance to approved environmental documents and with LRDP-EIR.
- Ensures all projects meet or exceed the UC Sustainability Practices Policy as well as in support of the Campus Sustainability Plan and Climate Action Plan.
- For minor projects, provides complete architectural design services, including design, preparation of construction documents (working drawings and specifications), and coordination of consultants as needed.
- For major projects and selected minor projects, coordinates work of design consultants, furnishing technical and background information, campus standards, and comments of campus reviewers as required. Acts as a liaison between designers and client representatives in reviewing and evaluating preliminary designs for compliance with the project program.
- Presents or coordinates presentations of project design to the Design Advisory Board (DAB) and the Advisory Committee on Campus Planning and Stewardship (CPS). Confers with the Campus Architect and campus consulting architect as required regarding design proposals before the DAB and CPS.
- Arranges and coordinates review of design and construction documents by involved campus units and outside review agencies, including client representatives (for conformance to program), Physical Plant, Fire, and Police (for compliance with campus standards and operational and security needs), the Office of General Counsel (for compliance with University legal standards and applicable state law), Disabled Student Services and the Division of the State Architect (for access compliance), and the Office of the State Fire Marshal (for compliance with state fire and life safety codes). Coordinates processing, review, and formal approval of projects by the above bodies when required. Reviews design and construction documents for conformance with approved environmental documents and with LRDP-EIR. Reviews cost estimates for conformance to project construction budget.
- Prepares bidding documents in accordance with standards established by the University's Facilities Manual and distributes them to potential bidders. Issues clarifications and addenda as required. Receives bids and coordinates execution of construction contracts.
25% - Resource & Asset Management - Oversees a portfolio of major and minor projects during all phases: planning, programming, budgeting, scheduling, site analysis, design, construction documents, bidding, award of contract, construction administration and inspection, commissioning, project close-out, and occupancy. Represents the University as a liaison with administrative and academic staff, campus committees, consultants, and governmental agencies and, when necessary, with executive architects, planners, and engineers. (Minor capital projects are typically those with project costs under $750,000; major capital projects are generally those costing over $750,000.)
- Recognizes that Design & Construction performs a supporting function to campus units in managing capital projects in support of the campus academic mission and campus life. Communicates fully and recognizes the importance of proactive and constructive customer service.
- Consults with campus units, when requested, on the feasibility of, or alternative approaches to, proposed projects. Prepares preliminary budget forecasts if required.
- Works cooperatively with the Office of Capital Planning and Space Management to compile Detailed Project Programs, Project Planning Guides, project budgets, and schedules. Works cooperatively with client representatives to develop project programs and, when required, to select design consultants (executive architect, planner, or engineer). Oversees procurement of consultant services and negotiates agreements and fees with selected design consultants.
20% - Architecture & Design Support - Assists the Principal Architect and Campus Architect in ongoing planning, design, and construction administration efforts of Design & Construction. Assigned duties may include but are not limited to the following: Providing architectural services necessary for the implementation of the campus' capital program; services including preparing preliminary project descriptions, budget forecasts, and preliminary environmental documents; responding to inquiries from campus units and campus Space Committee about individual projects; assigning of approved projects to appropriate project managers.
- Works with the Campus Architect, Director of Architectural Services, and Campus Inspector to make and monitor work assignments to architects, inspectors, and other technical staff.
- Develops and maintains the manual of campus design guidelines and specification standards.
15% - Business Operations Leadership & Oversight - Observes the progress of construction and work of contractors. Monitors project progress, construction schedule, and budget, submittals, shop drawings, change orders, etc. Monitors construction for conformance to approved environmental documents and with LRDP-EIR. Reviews and approves contractor's invoices and progress payment requests. Reviews and approves all invoices relating to professional and technical services from consulting design and engineering firms.
- Inspects projects in construction, or directs work of inspection staff or consulting construction inspectors. Inspection duties include observation of construction in progress, preparing and reviewing daily reports, reading and interpreting plans and specifications, consulting with design professionals and contractors, and coordinating necessary utility shutdowns, contractor site access requirements, etc.
- Recommends purchase and coordinates acquisition of building equipment and furnishings not included in construction contracts. Schedules and coordinates furniture and equipment installation and building occupancy with contractors and campus users.
- As appropriate, hires, trains, supervises, disciplines, and evaluates professional or other support positions as described above.
10% - Planning & Collaboration - Works cooperatively with staff or consulting design professionals and related campus committees in the development of area planning studies to guide future campus development. Based on the campus LRDP and LRDP-EIR, area planning studies typically assess existing conditions (natural and man-made), evaluate potential building sites and related exterior spaces, develop circulation systems, propose siting and design guidelines where appropriate, suggest suitable design 'themes,' recommend preservation of significant natural features, etc.
- Recognizes the importance of UCSC's natural landscape and natural resources as key components to incorporate sensitively with all capital projects.
5% - Committee Participation - Serves on general campus committees and participates in campus governance as required.
REQUIRED QUALIFICATIONS - Bachelor's degree in related area and / or equivalent experience / training
- Graduation from college with major work in architecture and five years of experience in architectural work, including three years of responsible planning and designing of major structures; or an equivalent combination of education and experience.
- Licensed Architect in State of California and/or equivalent experience / training
- Requires valid California architectural license; if successful candidate is licensed in a jurisdiction other than the State of California, he or she must be able to acquire license in California within one year of appointment.
- Advanced knowledge of building and construction, design, construction contract administration, and California Building Codes, including advanced understanding of industry practices, or deep expertise in a highly specialized and critical discipline.
- Advanced project management skills to effectively manage highly complex projects, or highly specialized and critical project component.
- Advanced analytical, organizational and problem recognition / avoidance / resolution skills.
- Advanced written, verbal, and interpersonal communication skills, including highly effective negotiation skills and highly developed political acumen necessary to act as liaison with University faculty, administrators, and staff, design consultants, and governmental agencies.
- Advanced ability to manage contractors and maintain compliance to the agreed-upon scope of work and budget.
- Advanced knowledge of architectural design and construction procedures and demonstrated experience with a variety of planning and architectural design issues, including: recognition of high design standards; problems of site planning and architectural design in a spectacular setting; integration of new buildings into existing contexts, whether natural or man-made; conversion of existing structures to meet changing user needs.
PREFERRED QUALIFICATIONS - Master's degree in Architecture, Landscape Architecture, City Planning or other planning or environmental related field preferred.

- Familiarity with computerized architectural applications; knowledge of AutoCAD drafting system; experience with critical path scheduling, especially computerized scheduling methods.
- Experience providing architectural and project management services in a university setting.
- Demonstrated experience with administration of various construction delivery methods.
- Advanced knowledge of the organization, including its infrastructure, rules, regulations, policies and short and long range strategic building plans.
SPECIAL CONDITIONS OF EMPLOYMENT - Selected candidate will be required to pass a pre-employment criminal history background check.
- Must possess a valid license to drive in the state of California.
- Ability to work occasional evenings and weekends as directed.
- Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
