POSITION SUMMARY:
Responsible for all Human Resources functions, including payroll, insurance benefits, retirement benefit administration, 5500 audit, employee relations, training benefits, workers compensation, leave coordination, talent acquisition, developing, maintaining and enforcing company policies and practices, processing payments to employees, maintaining employee files and system data, assisting employees, managers and department heads in all HR matters, resolving discrepancies and disputes and maintaining current handbooks, and all Federal, State and Local License requirements.
Essential Duties and Responsibilities
- Perform HR processes for the organization including onboarding, payroll & benefits administration.
- Provides support and guidance to management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
- Handle reporting requirements, including but not limited to non-discrimination testing, census data, 5500 data, ACA and W-2's.
- Administer paperwork and monitor Family and Medical Leave Act and other leaves of absence.
- Manage and process all accidents, workers comp claims and unemployment insurance matters, coordinate with broker regarding requests and claims.
- Ensure compliance with local, state, and federal labor law and wage and hour laws, JCL personnel policies and procedures.
- Plan, schedule, and facilitate new hire process.
- Develop, coordinate and conduct staff training sessions on HR issues.
- Maintain JCL Employee Handbook and other employee-related policies and procedures and update as necessary.
- Evaluate hours worked in comparison to employee classification.
- Establish, maintain, and oversee confidential HR and personnel files, including time and attendance, compensation, performance, health and benefit information, accidents, employee grievances, and other activities, files, and reports required to comply with labor laws and regulations.
- Assist program managers with staff allocations and budgeting salary and benefits.
- Reconcile and record all payroll and benefit entries through the accounting system.

REQUIREMENTS:
- Hands-on payroll experience.

- Minimum Education: Bachelor degree or comparable experience
- Experience in the non-profit sector preferred.
- Excellent written and oral communication
- Excellent interpersonal and negotiation skills
- Excellent organizational skills and attention to detail.
- Strong analytical and problem-solving skills.
- Ability to work independently, manage 1 staff and meet deadlines, work under time constraints, multi-task, and carry projects through completion.
- Ability to work well under pressure in a fast-paced environment.
- Advanced use of Excel and Word.
- Excellent computer skills
- Knowledge of Kentucky labor laws/wage & hour laws.

POSITION TYPE / EXPECTED HOURS OF WORK
- Full-time, Monday to Friday, with room for flexibility.
- This position may require evening and weekend hours.
