About this position:

This position will oversee the administration of the airport's buildings, hangars, and other ancillary facilities.

MINIMUM QUALIFICATIONS:
Four years of experience in airport operations, administrative services, or fire protection.

SUBSTITUTIONS:
College training will substitute for the required experience on the basis of thirty semester hours for one year of experience.

NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

Function of Work:
To manage/supervise the operations of an airport.

Level of Work:
Manager.

Supervision Received:
General from the Airport Assistant Director.

Supervision Exercised:
Direct over Fireman Supervisors and part-time unclassified (WAE) personnel.

Location of Work:
Primarily used by Ports and Levee Boards, but can be used by all state agencies.

Job Distinctions:
Differs from Airport Assistant Director by the absence of responsibility for serving as principal assistant to the Airport Director.

Differs from Airport Fuels Terminal Manager by the absence of responsibility to manage the storage, operations, maintenance, receipt and distribution of petroleum products, Mogas/Avgas, Diesel, and Jet Fuel for an airport.Inspects facilities on a regular basis to evaluate general conditions

Maintain good report with FBOs/tenants and addresses questions and concerns regarding facility access and maintenance.

serves as the primary contact for all airport tenants and visitors inquiring about facility utilization.

Manages airport access system(badging) and certification program for granting access to the airfield and other facilities.

Maintains certification program up to date with FAA requirements and ensures that badge recipients have access to training on a regular basis.

Reviews Fuel flowage invoices generated by Fuel Terminal Manager and distribute to tenants appropriately

prepares airport parking fee invoices and distributes to tenants appropriately

Evaluates Standard and Emergency operating procedures and coordinates with Airport Director to create and maintain the Airports Operation Manuals

Provides Administrative support to Fuel Terminal Manager as needed to assist in the operation and maintenance of the Airport Fuel Terminal

Reviews and understands all airport leases and tracks tenant compliance with terms and
conditions as appropriate

Coordinates all activity in the Airport Terminal to ensure tenant access to amenities as required

Performs other administrative duties for the airport’s operations as instructed by the Airport
Director

Serves as the first level supervisor for the Fire Captain on duty and ensures readiness of ARFF for events

Serves as liaison with Air Traffic Control Tower in the absence of the Airport Director

Assists in the coordination of Notices to Airmen (NOTAMs); will handle all NOTAMs in the absence of the Airport Director

Coordinates airport access control system operation and maintenance. Ensures security of airfield.

Ensures compliance with appropriate FAA, NFPA and EPA regulations as applicable to the
Airport’s property. This includes the water, sewer, and fire systems that are owned and operated by the Authority.

Coordinates with the Director of Operations and Engineering and Fuel Terminal Manager to ensure Fuel Terminal Compliance and operability

Coordinates utility infrastructure inspections and service as required for the airport property

Coordinates training activities for all airport personnel to ensure compliance with appropriate training requirements
