Duties

The incumbent serves as a Data Analyst performing multiple and varying assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced professional in the Intake, Operations, and Oversight Division. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities.

Applies experience and advanced knowledge of data analytics to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Typical duties include, but are not limited to the following:

Participates in the development of methods for collecting and analyzing quantitative and qualitative data for assigned divisions. Extracts data from internal and external sources, analyzing and interpreting complex data using statistical models. Participate in the creation and management of analysis datasets. Performs descriptive, prescriptive, and predictive data analyses including curve and distribution fitting, and optimization. Applies analytical approaches to support systematic decision-making.

Performs data analytics utilizing various methods, techniques, and tools used to analyze organizational and mission performance, including statistical analysis and sampling techniques, as well as, methods that deliver key performance information (e.g. comparative, trend, diagnostic, root cause, predictive, used to inform decisions, actions, communications, and accountability systems).

Assists with reviewing and preparing presentations for management and other stakeholders. Translates quantitative and qualitative data into charts, tables, slides, briefing material, executive summaries or other clear, concise formats that are conducive to managerial or executive deliberation, discussion, and decision-making. Assists with identifying and resolving gaps in data collection and issues with data quality/reliability, as well as to incorporate the data into new, mission-relevant performance measures.

Demonstrates considerable independence in time management and uses assigned resources to accomplish assignments and coordinates only as needed with a manager or specialist to prioritize tasks and use assigned resources. Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Resolves most problems and work issues without assistance and refers difficult problems and work issues to a manager or more experienced specialist when guidelines are not available or applicable.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee.

Responsibilities at the I-band

Independently performs tasks and assignments and identifies and informs management of problems that require their attention. Develops and recommends techniques to address problem situations. Work is reviewed to ensure appropriate factors have been considered and sufficient information has been collected to support conclusion. Completed work is reviewed for conformity with policy, the appropriateness of the employee's approach, and technical soundness and deadlines.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. Work is rarely reviewed, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

To qualify for this position at the H-band you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-GS 10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience collecting, analyzing, and presenting data from various sources using charts, graphs, tables, reports and presentation media; collaborating with others on projects and assignments; and developing correspondence and other forms of communication material for diverse audiences.

To qualify for this position at the I-band you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience in using common and specialized, software, programming languages, and tools to collect, transform, clean, analyze, visualize, and report data from diverse sources. Systems, databases, software, and tools such as Alteryx, Power Query, Excel, Access, Smartsheet, PowerBI, Tableau, Python, R, and Structured Query Language.
