Role Overview:
Alameda Health System is hiring! The Director of System Compliance is responsible for supporting the Vice President of Compliance and Internal Audit in developing and successfully implementing compliance initiatives and activities; leading and/or managing various strategic compliance projects throughout the organization; directing internal investigations, auditing and monitoring activities; providing education and training; maintaining data and analytics that report on compliance department operations; and acting as a consultative resource for health care regulatory matters.
DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.
Provides oversight and leadership to the implementation and ongoing operation throughout AHS of the Corporate Compliance Program.
Provides oversight of the establishment and maintenance of policies and procedures to support the Corporate Compliance Program throughout AHS.
Establishes effective systems are in place to prevent the employment of individuals or contractors, or purchases from vendors, who have been barred from participation in government programs.
Provides assurance that Corporate Compliance training programs acquaint all AHS employees and contractors with the AHS Corporate Compliance Program and Code of Conduct, including updating this information through mandatory periodic retraining.
Maintains a well-publicized confidential disclosure program for reporting potential compliance violations without fear of retribution.
Establishes effective communication programs of the organization's expectations for all employees, medical staff, and other key stakeholders in promoting awareness and understanding of the Code of Conduct, the Corporate Compliance Program, and laws and regulations impacting AHS operations.
Works directly with the VP of Compliance and Internal Audit in overseeing the establishment of routine, periodic internal auditing and monitoring activities to assess compliance with applicable laws, regulations, and AHS policies in support of the Corporate Compliance Program.
Provides oversight to management's completion of corrective actions in response to compliance matters identified through audits, investigations and internal monitoring programs, in order to reduce and prevent future occurrences.
Collaborate with management in establishment of policies and procedures addressing areas of significant legal, regulatory or other compliance risk impacting AHS operations.
Coordinates with management in the establishment of targeted training and education programs for employees, contractors, and medical staff based on identified compliance risk areas.
Serves as a subject-matter expert and maintains a thorough working knowledge of key laws and regulations that apply to AHS operations, particularly Medicare and Medicaid program requirements related to clinical quality, patient safety, coding, and medical records documentation.
Works directly with the VP of Compliance and Internal Audit and AHS General Counsel's Office in responding to audits and investigations of AHS conducted by federal and state agencies and contractors.
Collaborates with AHS General Counsel's Office to facilitate communication between the Compliance and Legal on regulatory compliance matters system-wide.
Coordinates with AHS Human Resources in establishment of policies and procedures supporting the Corporate Compliance Program in areas such as background checks, exclusions screening, and disciplinary actions for violations of the Code of Conduct, laws and regulations and AHS policies.
Works directly with the VP of Compliance and Internal Audit in ensuring that AHS Corporate Compliance Program fully meets the standards for effective health care compliance programs as established by federal regulators.
Provides support to the VP of Compliance and Internal Audit as directed.
Provides support and guidance to the System Privacy Officer as needed.
Represents AHS Compliance Department at various business leadership meetings.
Contributes to the development of system improvements.
MINIMUM QUALIFICATIONS: Required Education: Bachelor's degree in Business Administration or a healthcare related field. Required Experience: Ten years experience in a health care organization with experience in health care compliance and audit procedures. Preferred Licenses/Certifications: Certification in Healthcare Compliance and Privacy required (CHC, CHPC); Certified Professional Coder (CPC or CCS-P)
