Job description
The Public Policy Center (PPC) in the Office of the Vice President for Research at The University of Iowa seeks a Survey and Evaluation Research Manager to oversee the administration of the survey, evaluation, and methodology research support services of the unit. This position will have three core expectations:
1. Survey Research Expertise and Research Design Consulting . The Survey and Evaluation Research Manager will have a profile as a research scientist with demonstrated experience and skills in survey methodology, research design modalities, and statistical techniques. This individual will consult and support scientific staff, faculty, and other researchers in conceiving, collecting, analyzing, and reporting the findings of social science research experiments, investigations, and program evaluations. Ideally, this individual will have worked on or been supported by research projects that were funded by external grants or contracts and have a demonstrated record of seeking external funds for research.
2. Research Service and Project Management. The Survey and Evaluation Research Manager will be expected to coordinate and manage survey and multi-method research and evaluation services (e.g., telephone, mail, web, and in-person surveys; focus groups; and transcription), as well as all phases of fee-for-service research projects. This individual will also lead in the staffing and supervision of professional research staff to complete research services and projects. This role requires project and team management skills, including setting objectives, allocating resources and staff time, planning, and executing on deadlines under conditions of uncertainty.
3. Strategic Planning and External Communication. The Survey and Evaluation Research Manager will be expected to enhance the services of the unit through strategic planning and external communications. This individual will identify emerging survey and statistical methodologies and resources, as well as plan and implement new research services. This individual will also work to identify and implement ways to promote research services to faculty, scientific staff, and community stakeholders. This expectation requires strong interpersonal communication skills and sound judgement in order to make decisions that support the Center's long-term strategic goals.
Across these three expectations, the Survey and Evaluation Research Manager will promote the University's research mission by supporting scientific, scholarly and creative activities through scientific inquiry, open discovery, dissemination of new knowledge administering programs, procedures and policies to assure compliance and to advance research, technology commercialization, or economic development. Further, this individual will support the aim of the Office of the Vice President for Research to provide resources and support to researchers, scholars, and creators to forge new frontiers of discovery.
Qualifications:
Education or Equivalency Required
Doctoral degree in the social sciences, educational measurement, data sciences, biostatistics, management sciences, public health is required.
· Demonstrate experience (typically 1-3 years) with social science data collection, research design, and analysis including relevant software (e.g., Stata, SPSS, R).
· Demonstrate expertise in social science research support, including emerging survey and statistical methodology.
· Demonstrate experience (typically 1-3 years) with program, project, or research management.
· Demonstrate experience (typically 1-3 years) of supervising research staff, and managing activities across a work unit.
· Superior communication, interpersonal skills, and customer service skills, including the ability to communicate effectively and accurately, both orally and in writing, with students, staff, faculty and the public sector.
· Demonstrate excellent attention-to-detail, time management, and organizational skills across multiple, concurrent projects.
Highly Desirable Qualifications
· Demonstrate experience with survey research resources, such as CATI systems or Qualtrics.
· Demonstrate extensive experience (typically 3-5 years) with social science data collection, research design, and analysis including relevant software (e.g., Stata, SPSS, R).
· Demonstrate extensive experience (typically 3-5 years) with program, project, or research management.
· Demonstrate extensive experience (typically 3-5 years) of supervising research staff, and managing activities across a work unit.
· Demonstrate a record of publications and/or secured funding from internal and external stakeholders.
Desirable Qualifications
· Demonstrate ability to ensure transparency and integrity in data collection and management.
· Demonstrate experience with applying for internal and external funds for research.
