Position Summary:- The PVTA Procurement Officer holds a crucial role in the organization, with a wide range of responsibilities. They are tasked with overseeing all purchasing functions within the PVTA, ensuring that all procurement activities follow federal and state laws, policies, and procedures. They are responsible for developing and enforcing procurement policies and procedures, and for keeping themselves updated with the latest guidelines governing the procurement process and contract administration. The PVTA Procurement Officer is also responsible for providing oversight of all procurement activities, ensuring that the PVTA's policies are being followed and that the procurement process is carried out with utmost efficiency and transparency. Given the importance of their role in the organization, the PVTA Procurement Officer is a key component of the PVTA's efforts to maintain a high level of operational excellence.
The PVTA Procurement Officer is responsible for a range of important duties, including overseeing all purchasing functions and ensuring compliance with federal and state laws, policies, and procedures. They develop and enforce procurement policies and procedures, keep up-to-date with all guidelines governing the procurement process and contract administration, and provide oversight of all procurement activities to ensure that the PVTA's policies are followed.
The Procurement Officer also plays a key role in assisting departments with the preparation of technical bid specifications and proposal requirements, participating in department meetings, and advising management on procurement document development and relevant policies and procedures. They coordinate with various constituents to develop and assess fixed-route and paratransit service RFPs.
Another important aspect of the Procurement Officer's role is to direct the PVTA's competitive bidding, competitive negotiation, and quote solicitation processes by applicable regulations and sound business practices. They supervise controls on receipt of services, materials, and supplies, authorize formal bid procedures, and conduct bid and proposal meetings. Additionally, they ensure that existing policies and procedures for purchasing goods and services for the Transit Authority are adhered to and provide the best quality of goods and services at the most economical cost.
The Procurement Officer also represents the PVTA on procurement matters, serving as a liaison between the PVTA and federal agencies, local organizations, professional associations, and other groups. They provide updates on procurement matters to PVTA Advisory Board members as needed and inform and update the PVTA Advisory Board on major capital projects and other major procurements.
The Procurement Officer maintains procurement records and related documentation, manages all procurement records, and ensures that all procurement activities are properly documented according to FTA requirements. They also coordinate procurement-related efforts among other departments, including coordinating procurement efforts with the DBE Officer, assisting with coordinating, monitoring, and managing DBE activities as they relate to procurement, and developing and submitting all DBE charter and program of project requirements.
In addition to these duties, the Procurement Officer performs grants management oversight and coordination related to major capital projects and works closely with finance department personnel to maintain the current status of grant funding and related expenses. Finally, the Procurement Officer performs any other duties as required and adapts to the changing needs of the department.
Requirements:
This job requires an individual to have a Bachelor's Degree from an accredited four-year college or university and a minimum of 5 years of directly related experience and/or training. Knowledge of contract administration, budget preparation, and accounting procedures is also required. The candidate should have experience in Business or Public Administration and Grant/Contract Administration at the Federal or State level, as well as 3-5 years of Public Transit experience. The candidate should have knowledge and experience with FTA Circular 4220.1F, Massachusetts Unified Procurement Act (M.G.L. 30B), and Massachusetts Prevailing Wage Laws. The job involves sitting, talking, and/or hearing, and extensive use of a computer and keyboard. The work environment is usually quiet.
