Job description
Join our dynamic and thriving Child and Youth Programs team supporting program operations/management, budgeting and financial management, personnel management, policies and procedures, and compliance, among other key tasks set to grow our key operations in this arena. Salary commensurate with experience ($95-$116K). Position is available for remote work for residents of DC/MD/VA/PA. Approximately 10% travel required.
Essential Functions:
- Assists in overseeing the implementation of developmentally appropriate programs and curriculum based on national accreditation and State licensing requirements.
- Assists in developing and tracking a comprehensive training program.
- Assists in the development of long range financial, budget, phasing, execution, and spending plans. Develops budget input for final approval through coordination with the CDC Directors and the Accountants. Reviews monthly financial execution of each of the CDC budgets to ensure expenditures/direct labor are spent/executed in accordance with established guidance. Advises the SVP CYP on variances.
- Oversees the monthly DoD billings to include enrollment by family, child, age group, classroom, total family income category, parent fees paid, daily attendance and DoD payment due by space/month.
- Develops spreadsheets to collect and report financial data; staffing levels; payroll and personnel information; facility/lease requirements; program operational changes; deadlines on DoD contract, accreditation, state licensing and internal contracts; tracks all “not-to-exceed’ expenditures for compliance; and tracking of child care enrollment to ensure targets are met.
- Provides ongoing support to programs and assists the SVP CYP to ensure compliance with all Department of Defense (DoD), State, Federal and local instructions, standards, regulations, and policies and procedures.
- Maintains documentation for DoD regarding inspections and is responsible for timely corrective actions plans.
- Compiles program statistical data for reports and DoD data calls.
- Acts on behalf of the Senior Vice President of Child and Youth Programs in their absence.
- Other duties as assigned.
Qualifications, Education and Experience:
- A 4-year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or related field of study is required plus a minimum of 3 years’ experience supervising programs that provide comprehensive coordinated services to young children and their families.
- Professional knowledge of the principles of child development and in designing and managing an exceptionally complex program that includes, but is not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management.
- Knowledge of DOD, local and state child regulations, instructions and procedures pertaining to child care.
- Knowledge of Federal and State laws governing the detection and prevention of child abuse and/or neglect.
- Knowledge of financial management, budgeting, and purchasing as it pertains to a child development program.
- Proficient in Microsoft Office with an emphasis on Microsoft EXCEL.
- Prior experience providing detailed reports, budgets, and other documentation for corporations and/or state or federal governmental agencies.
Preferred:
- Master’s degree in special education, Human Development, Early Childhood or related field.
- Working knowledge of military protocol, DODINST 6060.2; Military Child Care Act; National Association for the Education of Young Children accreditation criteria; Early Learning Matters Curriculum; DoD’s Military ChildCare.com; DoD’s Virtual Lab School; DoD’s Military Child Care in Your Neighborhood (MCCYN) Plus Program
- Knowledge of Virginia Quality/Quality Rating and Improvement System,
- Experience working in a DoD child development center
Language Ability:
- Skill in interpersonal communication and leadership skills to help facilitate and organize a collaborative and cohesive CYP team.
- Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
Reasoning Ability:
Must be able to work independently and be accountable for his/her actions. Must be able to work with budgets and produce financial reports. Must be able to make an accurate assessment and respond accordingly to ensure the overall daily effectiveness of Center programs.
Computer Skills:
Must be comfortable with using the computer and have functional knowledge of Microsoft Office, ProCare, ELM Curriculum and all other programs or assessments that will be used in the program.
