Summary This position is located in the U.S. Small Business Administration (SBA), Office of Capital Access (OCA), People Operations Disaster Division (PODD), in Herndon, Virginia and reports directly to the OCA PODD Deputy Director. The incumbent performs complex and sensitive Human Resources (HR) assignments and provides expert HR advice to multiple Center Human Resource Officers (CHROs) and other key managers and supervisors. Responsibilities As Supervisory Human Resources Specialist (Classification) at the GS-0201-14, some of your typical work assignments may include: Serves as first level supervisor to HR staff performing staffing, recruitment and placement, position classification and position management work. Makes or approves selections of staff, recommendations for promotion and awards and decisions on adverse actions and disciplinary actions. Develops functional and operational guidelines for the staff based on a variety of staffing/recruitment, position classification and position management policies and regulations. Serves as principal team member in the planning, organizing, and directing team efforts in conducting major evaluations/internal audits of staffing/recruitment and placement and position classification program operations and other comparable studies. Provides advice and information to management and ensure that program decisions follow federal human resources systems. Administers highly complex and dynamic human resources program, areas include staffing/recruitment and placement. A valid driver's license may be required. This is a Permanent position, which is a competitive service status position with a full-time work schedule. PODD is located in the business area of Herndon, VA. It is conveniently located near various eateries and shops and is accessible via public transportation. Requirements Conditions of Employment Qualifications Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy). Time-In-Grade Requirement: GS-14: Must have held grade GS-13 for 52 weeks. You may qualify based on experience. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position performing the below: Leading or supervising a Human Resources (HR) staff to accomplish program goals and objectives; Experience in interpreting and applying various federal HR regulations, policies and practices for civil service employees in the following functional areas: staffing/recruitment and placement, position classification and position management; Communicating both orally and in writing to provide information and guidance on various HR regulations, policies and procedures to management, subordinate staff and external customers; Recruiting for a variety of positions by performing the following recruitment and staffing functions: performing/preparing job analyses, preparing job opportunity announcements, making eligibility determinations for merit promotion announcements, and delegated examining procedures utilizing an automated staffing system; AND, Experience providing full range of classification, position management and compensation strategies, policies and programs. Education GS-14: There is no educational substitution at this grade level.
