General Description of the Job (tasks, duties, roles, expectations):
Responsible for the purchasing of goods & services at the lowest possible price and within the prescribed timeframe specified by the customer. Prepares purchase orders, solicits request for proposal (RFP) as well as holding the supplier accountable for said quoted pricing, material request, support and reliability. Must follow all local laws and regulations related to purchasing and contracts as well negotiate and renegotiate contracts with subcontractors, vendors and suppliers as required. Upon request provide transaction logs, performance metrics, contract change information and/ or material status updates.
Primary Duties & Responsibilities:
- Prepare and issue subcontracts and purchase orders as required
- Ensure subcontracts and purchase orders are entered into the project accounting system (currently Penta) in accordance with company procedures
- Assist in reconciliation of invoices to purchase orders as requested
- Ensure expectations are set and met with internal customer for time and budget required to process each subcontract and purchase order
- Facilitate timely placement of subcontracts and purchase orders
- Execute procurement plans for select projects as required
- Execute Request for Proposal (RFP) process for select projects as required
- Make recommendations for procurement commitments that provide best value and/or meet other project requirements
- Review and approve subcontracts and purchase orders for proper authorization and compliance with organizational policy and procedures
- Ensure full execution (by ITAC and supplier/vendor) of all subcontract and purchase orders in a fashion that minimizes risk to ITAC
- Provide expediting support for select projects and purchase orders as required
- Support continuous improvement of procurement initiatives, policies, procedures and best practices as required to meet organizational needs and market conditions
- Monitor ongoing compliance with procurement policies and procedures; and
- Utilize competitive testing parameters as required
Secondary Duties & Responsibilities:
- Serve as the secondary point of contact for customers on contractual matters. Function as contractual liaison between company employees and customers, ensuring timely review and approval / reconciliation of variations
- Maintain contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects
- Monitor compliance by company employees with established procedures. Identify areas of recurrent pressure
- Monitor competitive terms. Monitor customer satisfaction with our terms and conditions and contracting practices. Recommend changes
- Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation
- Handle on-going issue and change management
- Monitor transaction compliance (milestones, deliverables etc.).
Requirements
External Customer Interface
- Interface with external customers when required to communicate internal processes, specific project procurement status, and/or to facilitate modification of processes to meet external customer requirements (by customer and/or customer project)
Internal Customer Interface
- Establish and meet expectations for procurement services with internal customers
- Goal is for expectations to be established that align with project budget, schedule and other requirements
- Troubleshoot cost, quality and delivery concerns of internal customers.
Education and Experience:
- College degree in business, contracts management, construction management, engineering or related field, or equivalent work / industry experience
- Minimum 1 year experience in construction project management. Some portion related to capital projects in an industrial facility
- Some knowledge of laws and regulations relating to procurement and contracts
- Certification (or ability to obtain) in contracts or contracts management (CPCM)
Skills or Abilities:
- Practical commercial as opposed to legal bias. Financial acumen
- Proficiency in MS Office software suite (Excel, Word, Access)
- Proficiency in data entry in custom accounting and procurement systems
- Ability to implement/learn/teach/use other tools related to position requirements
- Able to execute detailed, repetitive work with a high degree of accuracy and attention to detail
- Database knowledge and report writing experience is desirable
- Works well with others, one on one or in team environments
- Able to plan and organize work
- Able to maintain prioritization while under pressure
- Flexible and able to multi-task
- Knowledgeable or ability to quickly develop an understanding of general engineering and industrial construction practices

Employee Safety Responsibility:
The Procurement Agent is required to obey safety rules and to exercise caution in all work activities and is responsible for immediately reporting any unsafe condition or “near miss” incident. In the case of accidents that result in injury, regardless of how insignificant the injury may appear, the Procurement Agent should immediately notify the EHS Manager or the appropriate supervisor.
Other Important Information About This Job:
The Procurement Agent will function within an environment which will require quick response, excellent communication skills, application of ethics and a sense of urgency at times. Must be able to communicate effectively through both written and oral means.
