Job description
Join BAE Systems SBLO team as a Small Business (SB) Advocate performing the following:
- Support the SBLO in data gathering and analysis for reporting ISRs, SF294s and SSRs into the eSRS system or as directed
- Provide assistance with subcontracting plan administration, analysis and reviews of subcontracting goals for the utilization of small businesses in accordance with contract requirements
- Assist in monitoring subcontracting performance to achieve overall subcontracting plan goals
- Provide assistance with proposal development including editing and reviewing small business participation plans
- Develop working knowledge of SBs, their capabilities and other relevant information
- Conduct searches for viable SB teaming partners based on parameters provided and provides data and analysis reports though the use of various databases, professional contacts, government small business specialists, and other sources of information
- Recommend SBs that have a strong fit with BAE requirements for introduction to appropriate BAE Managers
- Participate in virtual and in person local trade shows, conferences, and meetings with government SB offices and collects information on capable SBs that can work with BAE
- Support coordination of logistics for internal SB events organized though the SB Office
- Research public domain material to develop and maintain understanding of SB legislation, government and customer direction and SB programs impacting BAE Systems
- Provides advisory and strategic support related to SB legislation, applicability to contracts, SB participation and subcontracting plans
- Responds to small business inquiries and communicates with them as needed
- Assists in maintenance and updates of BAE Systems SB database, SB Intranet site and BAE Systems SB Webpage
- Maintains current knowledge of I&S services and general knowledge of BAE Systems capabilities and major programs
- Assists in providing basic training on reporting, subcontracting plans, participation plans, SB resources, tools and processes
- Participates in BAE Systems working groups as needed
- Participates in special projects as required and performs all other position-related duties as assigned or requested
Required Education, Experience, & Skills SKILLS:
- Understanding of government rules and legislation, and small business regulations and definitions
- Good understanding of the FAR & DFARS as it relates to small business subcontracting
- Strong analytical skills and capabilities with Excel for compilation of semi-annual and other small business reports
- Familiarity and experience in the use of the eSRS system (Can be trained.)
- Familiarity and experience with development and rules on subcontracting plans (Can be trained.)
- Understanding of I&S services and general knowledge of BAE Systems capabilities and major programs
- Knowledge of the practices and procedures of business development and marketing
- Strong computer skills and excellent working knowledge of MS Word, MS Excel, and MS PowerPoint related software applications and ability to be proficient in FPDS/eSRS/HICX/Cost Point.
- Ability to work in databases and apply search processes in finding information on small businesses
- Excellent people skills
- Must be able to continually interface effectively with people on the phone or through video platforms, at trade shows, in meetings and other places as well as internally to I&S Sector.
- Must possess outstanding communication skills, both verbal and written
- Willingness and ability to travel locally, and to work small business events independently, when warranted
QUALIFICATIONS:
- Bachelor degree required with a business management/administration focus and six years experience or equivalent education and experience
- Minimum two years with preferred SBLO/federal contract administration/procurement experience/business development business experience
- Excellent written and verbal communication skills
- Strong analytical skills in the use of Excel
- Ability to develop professional relationships with management, peers, vendors, subcontractors and customers
Pay Information Full-Time Salary Range: $96470 - $164010

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
