Salary: The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.
Location: This position is located in INDOT's Central Office, Indianapolis.
Role Overview: The Budget Analyst E6 will serve as a subject matter expert in the areas of budgeting, finance, accounting, and reporting for the Indiana Department of Transportation (INDOT). This position will provide financial oversight in these areas for numerous departments of the agency, working directly with budget owners. Previous Excel experience is required. SharePoint/Cloud experience is a plus.
A Day in the Life:
The essential functions of this role are as follows:
- Analyze and research activities as they relate to state and federal funding within assigned divisions, ensuring that all regulations and guidelines pertaining to the expenditure/revenue transactions are applied appropriately.
- Monitor and analyze short and long-term personnel costs through various statistical and quantitative methods.
- Prepare and manage annual and biennial budgets.
- Formulate and recommend changes to current operating program, budget policies, workflow, and practices to assist in guiding the Agency to the most efficient use of operating funds.
- Collaborate with department budget owners, agency finance managers, Controller, and CFO to oversee the utilization of agency funds.
- Prepare and maintain special internal and external reports utilizing State financial systems
- Create reports for the State Budget Agency, Granting agencies, State and Federal Government, and other groups as needed, in the support of all agency budgetary needs
- Evaluate and complete division requests for transfer between operating accounts.
- Develop and implement operating budgets with the State Biennium instructions, appropriations bills, and other legislative actions.
- Coordinate and provide training to agency program and finance managers to develop and monitor budget as needed.
- Prepare and process Request for Federal Reimbursements (draws) for assigned grants according to federal and state guidelines and verifies accuracy of grant financials supporting the draw.
- Answer non-routine requests for information on policy interpretation.
- Responsible for oversight for agency forecasting of appropriated funds.
- Serve as liaison with other state agencies.

What You'll Need for Success:
You must meet the following requirement to be considered for employment:
- Bachelor's Degree in Accounting, Finance, Management, Economics, or related field required; Master’s degree preferred.
- Seven (7) years of experience in Finance, Budgeting, Accounting, or related field required.
- Broad knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles.
- Broad knowledge and ability to use automated financial and accounting systems.
- Extensive knowledge of State and Federal accounting, budgeting, and applicable laws, policies, and procedures.
- Ability to analyze financial data and prepare financial reports, statements, and projections.
- Advanced computer skills in Microsoft Office products, specifically Excel, Word, and PowerPoint
- Excellent problem solving and analytical skills.
- Ability to conduct research, draw logical conclusions, prepare technical reports, and make recommendations.
- Ability to create and maintain complex formulas, macros, databases, spreadsheets, and other software programs.
- Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on operations.
- Ability to establish and maintain effective working relationships with all levels of management.
- Ability to take initiative and exercise leadership in recommending overall budgetary and performance improvements to division decision makers.
- Ability to solve complex accounting and auditing problems.
- Ability to maintain confidentiality.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
