Senior Human Resource Specialist- Labor and Employee Relations College of Liberal Arts & Sciences University of Illinois at Urbana-Champaign

The LAS HR Team is growing and actively seeking a Senior HR Specialist specializing in Labor and Employee Relations to become a valuable addition to our vibrant team.
The Senior HR Specialist provides guidance and support on a wide range of labor and employee relations issues and projects, including but not limited to compliance, performance management and disciplinary issues, investigations, labor relations activities, contract/policy interpretation, and grievances.
Duties & Responsibilities Labor and Employee Relations - Consult, conduct investigations, document and problem solve in identifying and resolving issues and recommend courses of action
- Assist with preparation for collective bargaining sessions; attend negotiations sessions, as needed
- Review and interpret labor contracts and other employment-related policies and procedures
- Review grievances and investigate alleged violations, draft responses
- Consult with campus and system offices, as needed
Performance Management - Provide support and guidance to managers on staff performance
- Assist units with support and guidance on staff disciplinary processes, documentation, and procedures
- Assist units in preparation of disciplinary processes; attend pre-disciplinary meetings
- Consult with Illinois Human Resources-LER, as needed
- Review union contracts to ensure compliance with performance management processes
- Coordinate the probationary and annual performance review process
- Conduct exit interviews
Compliance - Administer leave of absence without pay requests for staff
- Develop and Administer process for Family and Medical Leave request, reviews, and tracking
- Attend accommodation meetings; assist units with understanding the process
- Oversee compliance with reappointment processes for specialized faculty and GEO represented graduate assistants
- Review, approve and track remote and hybrid work agreements
- Assist units with out of state work arrangements, coordinating with campus and system offices
- Ensure mandatory posters are up-to-date and posted at LAS locations
- Oversee compliance for required University trainings
Other - Develop and deliver trainings related to various policies and labor and employee relations topics
- Other related duties as assigned to further the mission of the college.
Required Qualifications - Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
- Two (2) years (24 months) of work experience performing professional-level human resources duties.
- Demonstrated experience in labor and employee relations.
Successful candidates will have: - Experience working in a unionized environment.
- Demonstrated experience with policy interpretation, collective bargaining agreements and grievance processes.
- Professional experience in employee relations, including experience advising decision makers on issues related to performance management, policy interpretation and compliance.
- Familiarity with human resources management principles, theories, and concepts.
- Advanced communication and quantitative skills to prepare reports, analyze and document.
- Awareness of, and sensitivity to, cultural and linguistic differences, commitment to diversity and inclusion.
- Familiarity with federal and state employment laws.
- Familiarity with Illinois labor and wage laws and related legislation.
- Knowledge of policies and practices involved in personnel/human resource functions.
- Knowledge of University and campus structure, goals, procedures, policies, and practices.
- Demonstrated understanding of college and unit level employment attributes and general human resources operations.
- Ability to build and maintain positive working relationships with a diverse range of stakeholders
- Strong problem-solving skills
- Ability to work independently and manage multiple projects
- Ability to easily shift from between projects and tasks
Appointment Information This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after the deadline date. The target salary range for this position is $60-70,000. We strive to provide a competitive salary, considering factors such as available market
data, internal equity, candidate experience and qualifications, collective bargaining agreements, and budget constraints. The final salary offer will be determined through a
thorough assessment of these elements. Sponsorship for work authorization is not available for this position.
