SCOPE OF WORK
The Contractor will independently provide services to satisfy the overall operational objectives of the United States Attorney’s Office, Northern District of California. The paralegal contractor will provide a wide range of litigation and legal support services in close collaboration with one or more Assistant U.S. Attorneys (AUSAs). This work is ancillary to, but in direct support of, the work of one or more AUSAs having overall responsibility for an assigned case or legal issue, and assignments may vary based on the case(s) and /or legal issue(s) at hand. Priorities shift frequently and changes in assignments will be made based on the priorities and needs of the office.
The work involves research and analysis of legal and factual issues; managing large amounts of electronic data and documents during the investigatory, discovery, trial and appellate phases of litigation; and the drafting of pleadings, correspondence and/or memoranda. As a result, the work characteristically involves managing and analyzing large volumes of documents (electronic and/or hard copy), including setting up databases and systems for organizing hundreds of thousands or millions of pages of documents and searching for documents on particular topics or witnesses; compiling substantive information on legal subjects; collecting, analyzing and evaluating evidence; and analyzing legal decisions.
TASKS/SERVICES:
- Organize, manage, and search large volumes of documents (electronic and hard copy.)
- Based on the nature of the particular legal issue or case, prepare a variety of substantive legal documents. These documents are drafted for review and approval of AUSA staff before issue. Upon approval, process documents and perform necessary follow-up.
- Prepare, review, and maintain a variety of trial-related documents (e.g. discovery letters, exhibit lists, jury instructions, and trial subpoenas) by applying a thorough knowledge of the Federal Rules of Evidence and Federal Rules of Civil Procedure and application of practical litigation experience.
- Receive, examine, and evaluate new and complex cases referred for investigation concerning the facts of the case, data requested, and investigative worthiness. Determine the need for additional information and evidence, and liaise with the appropriate investigative agency to obtain this information and evidence.
- Conduct or assist with agency interviews and potential witnesses to assist the AUSAs in preparation for trial.
- Research, analyze, and summarize relevant legal precedents for applicability to assigned cases; prepare digests of points of law involved; and analyze appellate records to isolate facts pertinent to distinct legal issues.
- Maintain regular contact with the applicable federal agencies to ensure the provision of complete and timely cooperation in all aspects of assigned cases.
- Provide a variety of legal assistance and technical work requiring specialized knowledge of processes, procedures, and practices to support legal activities. Support assignments of this nature involve the form, content, and issues of legal instruments and documents, and the steps and procedures involved in processing, storing, and retrieving legal actions and legal information about the activities of the USAO.
Characteristic assignments of this nature include one or more of the following:
- Monitor the progress of pending cases and initiate action to ensure that legal pleadings, forms, reports, correspondence, and other documents are prepared and submitted within established deadlines. Keep appropriate staff members informed about the current status of cases.
- Compile, organize, and index various discovery and evidence exhibits for trial, and witness testimony, and develop and compile jury instructions to assist AUSAs in preparing for trial. Work closely with an assigned attorney(s) to ensure material is efficiently arranged.
- Open and maintain case files, and issue subpoenas compelling the production of evidence or witness testimony.
- Produce and provide the attorney with the appropriate legal documents, information, exhibits, or witnesses at the appropriate time during those court proceedings.
- Use one or more types of personal computer-based software (i.e. word processing, spreadsheet, or database management) and develop methods for automating reports, statistical data, text, and graphics.
- Identify user requirements, select appropriate software, and establish detailed functional procedures needed to enter and retrieve data for other application users.
- Use established databases, perform data searches, report design, and other data retrieval assignments. Reports may be recurring or of a special, one-time nature based on user information requirements.
REQUIRED SKILLS:
- The work requires knowledge of a wide variety of litigation-oriented computer software and databases including, for example, Scan-It, I-Pro, Concordance, Case Map, Time Map, Text Map, and Sanctions.
- The work also requires knowledge of other computer systems including Westlaw, Lexis, and Nexis and Electronic Case Filing (ECF) systems. The work also requires knowledge of basic court rules and legal principles.
