Community Action Program (CAP) Representative/International Representative - UAW Region 6
UAW Region 6 represents over 100,000 active and retired members in Alaska, Arizona, California, Hawai’i, Idaho, Nevada, Oregon, Utah and Washington organizing for worker power and social justice.
Community Action Program or “CAP” Representatives are highly experienced political staff who work with Local Unions to build political power for workers and represent workers in the State and Federal governments in struggles for workers’ rights and social justice.
Staff in these positions support legislation and policies that support new organizing, improve existing collective bargaining agreements or expand collective bargaining rights, and advocate for pro-worker and pro-social justice policies that help workers and their communities.
CAP Representatives have a demonstrated record of developing successful policies and winning legislative victories for workers. They also have experience building coalitions and working with labor, health and safety, environmental, environmental justice, and community partners.
The position will be based in Northern California and may require travel, including overnight stays out of town, daily driving, evening and weekend work. This position reports to the UAW Region 6 Director.
Key Responsibilities
- Develop innovative policies to support organizing campaigns, bargaining campaigns and social justice priorities of membership.
- Engage and mobilize members to get involved in legislative and political action.
- In collaboration with Region 6 Director, National CAP Director, and UAW members, create legislative campaigns and set goals to advance the union’s agenda.
- Cultivate and maintain relationships in Sacramento and other states as necessary.
- Build relationships with other labor unions and allies.
- Create broad-based coalitions to support legislative and political goals.
- Monitor legislation, regulation, and rule-making at agencies.
- Draft legislation, write support letters, lead on public and member-facing communications about legislative priorities and conduct research as necessary.
- Design and conduct lobbying trainings; mentor leaders in legislative advocacy.
- Help set legislative priorities and strategic political goals for Local Unions and Region
- Assist other staff representatives in regional campaigns.
- Support democratic, worker-led organizing, including membership engagement and mobilization.
- Respond to organizing leads and provide support for workers who want to form unions in their workplace.
- Develop strategic organizing goals to build power within UAW-represented industries.
- Increase existing membership engagement and mobilization through democratic, worker-led programs.
- Support broad, diverse leadership development.
- Identify and develop political/community action plans.
- Support internal and external organizing campaign communications.
- Assist other staff representatives in regional campaigns.
- To support National Departments and Officers upon request and coordinate internally with various departments as appropriate to support department objectives.
Knowledge, Experience and Skills
- Must be a UAW member in continuous good standing of the International Union for a period of (1) year, pursuant to Article 14, section 3 of the UAW Constitution.
- Four+ years experience in legislative, policy, or related work.
- Experience in the labor movement.
- Excellent time management skills with the proven ability to meet deadlines.
- Proficiency in developing strategic plans.
- Demonstrated ability to support leaders of all backgrounds and experience levels in learning.
- Commitment and understanding of building a participatory and equitable union culture.
- Proven track-record of successfully supervising a team and successfully developing leaders.
- Strong analytical and independent problem-solving skills
- Excellent verbal and written communication skills
- Willingness to adapt to changing priorities and demands.
- Strong familiarity with contract language and bargaining patterns within UAW-represented industries (particularly higher education)
- Thorough understanding of laws, standards related to public sector organizing and bargaining.
- Drafting and proofreading copy for internal and external dissemination
- Computer skills necessary to support basic functions of Local Union and external organizing.

- Ability to work independently, solve problems, and manage time and priorities is a necessity.
- Proficiency with Google Workplace, Microsoft Office (Word, PowerPoint, Excel, Teams, Forms) remote meeting software (Zoom, Teams, etc.) and related software
- A valid driver’s license and a working automobile

Salary and Benefits
This is a full time, in person position based in Northen California and the area serviced by UAW Region 6. The UAW offers a starting salary of $106,438.54 for this position, including health, retirement, and other benefits. Relocation may be available.
