ELECTRICAL & INSTRUMENTATION SPECIALIST (UTILITY MAINTENANCE)

GENERAL PURPOSE: Under general supervision, performs duties of a professional electrician including installation, maintenance, testing and repair of electrical equipment, components, and Water/Wastewater (W/WW) treatment plant electrical systems, according to job specifications and technical codes.
PRIMARY DUTIES AND RESPONSIBILITIES:
- Locates and repairs electrical problems in Water Utilities Department facilities in accordance with mechanical and electrical codes and City policy; works independently, and makes appropriate decisions based on work experience; recommends changes to maximize the effectiveness of electrical systems.
- Performs maintenance activities within scope of authority, and in accordance with all safety regulations and procedures; notifies supervisors of repair problems beyond the scope of authority.
- Maintains electrical and electronic equipment and control systems, including monitoring systems, telemetry and SCADA components; builds, tests, calibrates, installs, maintains and repairs electrical and electronic components and devices; reads and interprets diagrams, schematics and blueprints.
- Examines equipment malfunctions and troubleshoots actual and potential problems; examines components to be repaired and determines the proper repair techniques; studies schematics to determine needed repairs or replacement of components; replaces faulty components, and tests finished job to determine system durability.
- Implements the preventive maintenance program for Department electrical and electronic equipment and systems; cleans and inspects a variety of electrical equipment; assures equipment functions meet job specifications and technical codes; maintains and updates daily log of activities; keeps current on issues and trends in electrical and electronic equipment;
- Installs, repairs and updates electrical wiring, fixtures, instruments and control equipment; inspects electrical systems and components and makes repairs and corrections as needed.
- Utilizes proper safety precautions in all work performed; reports safety hazards, equipment problems and emergency situations; responds to emergencies as needed.
- May train and coordinate work of maintenance crew, and assign specific tasks to crew members.
- Hours are 7:30 am to 4:00 pm. This is an on-call position that will require weekends and holidays worked during the on-call.
- Regular and timely attendance is required.
- Other duties as assigned.
MINIMUM QUALIFICATIONS:
Education and Experience:
High School diploma or equivalent; Two years' experience in the operation and maintenance of a W/WW treatment system preferred, or an equivalent combination of education and experience.
Required Licenses or Certifications:
- A valid driver license with a good driving record is required. Must obtain a Texas Commercial Driver License Class B within the first 6 months of hire.
- Class D Water or Class D Wastewater license is required to be obtained within the first year of hire.
- Class C - Water/Wastewater Operator license from Texas Commission on Environmental Quality (TCEQ) is required within 2 years.
Required Knowledge of:
- City policies and procedures.
- National Electrical Code and other local and state regulations and codes.
- Theories and principles of electrically operated valves, pumps, electrical motors, and electronic controls.
- Principles and practices of electrical system repair and maintenance.
- Functions and servicing requirements of W/WW plant machinery and equipment, including SCADA systems and programmable logic controllers.
- Standard components and parts currently utilized in W/WW equipment, and the appropriate diagnostic methods and techniques for troubleshooting all types of electrical, hydraulic, and pneumatic systems.
- Hand tools and testing equipment utilized in electrical repair and maintenance.
- Federal, state and City safety rules and regulations.
Required Skill in:
- Interpreting and applying technical standards and procedures, state rules and regulations, and City policies and procedures.
- Interpreting technical manuals, instructions, blueprints, sketches, and diagrams for the maintenance, repair, and installation of electrical and electronic equipment and instruments.
- Utilizing diagnostic and testing equipment, and interpreting results.
- Testing, diagnosing, repairing and maintaining electrical equipment and systems.
- Locating, diagnosing and adjusting defects in electrical systems and equipment.
- Operating and maintaining specialized utility system maintenance tools and equipment.
- Promoting and enforcing safe work practices.
- Effective verbal and written communications.
- Prioritizing multiple tasks, projects and demands.
- Establishing and maintaining cooperative working relationships with co-workers.
Physical Demands / Work Environment:
- Work is performed indoors and outdoors.
- Required to perform moderate physical work, and lift and carry up to 50 pounds.
