El Programa Hispano Católico (EPHC) is seeking a Family Stability Program Specialist! The primary function of this position is to assist participants who are dealing with possible eviction to remain stably housed, provide system navigation to individuals and families, and promote anti-poverty principles of self-sufficiency. The Family Stability Program Case Worker (Case Worker) determines participant eligibility through an interview process and crisis needs assessment. With the understanding that the participant knows best what they need to do to solve their current situation, the Case worker offers resources, referrals, and assistance as needed and available. The Case worker recognizes that how assistance is offered is often more important than the assistance provided - and therefore they approach each participant with empathy, respect, active listening skills, and act as an advocate for their individual needs and potential.

El Programa Hispano's humble roots began in 1982 when a small group of outreach workers from Catholic Family Services, now Catholic Charities of Oregon, (CCO) conducted outreach to Latino migrant farmworkers in East County. In 2015 with the support of CCO, EPHC became an independent 501c3 organization. Today, EPHC serves more than 20,000 individuals annually in the areas of Economic Sustainability, Education, Community Wellness and Domestic Violence and Sexual Assault prevention, intervention, and advocacy. Essential Duties:
- Determine program eligibility and process intake/enrollment for all
- Assist eligible participants in gaining access to emergency energy assistance and/or any other service as needed to promote family
- Assist participants with resolving possible barriers to housing, transportation issues, childcare, employment and/or medical needs.
- Conduct research and outreach to find appropriate workshops, trainings and/or classes for
- Provide ongoing Assertive Engagement case management to participants enrolled in the Family Stability
- Verify eligibility based on eviction and homelessness risks as well as income; follow funder's guidelines to assist eligible participants gain access to short-term and long-term rent, as
- Promote family budgeting and self-sufficiency with all participants in case plans and in one-on-one
- Assist with tracking of agency resources available for rent assistance and
- Actively participate in the participant selection process as outlined in the Multnomah County Stability Initiative (MSI) and Home Forward
- Attend Multnomah County meetings for rent assistance coordinators (as requested by supervisor).
- Maintain accurate, up-to-date records and case files into the Homeless Management Information System and Salesforce
- Maintain confidential participant files in compliance with El Programa Hispano Católico, Multnomah County and Home Forward
- Attend staff meetings and participate in professional development activities and other community
- Follow El Programa Hispano Católico policies and
- Complete other assignments as requested by the Department Director and Program Coordinator .
Qualifications & Requirements:
- Bilingual (Spanish/English) and bi-culturally
- Experience and knowledge working with a broad range of issues affecting Latinxs and Communities of
- Ability to communicate concisely and effectively, both verbally and in writing in Spanish and English. .
- Ability to build relationships among partner agencies and the Latine community to promote
- Demonstrate judgment and discretion in dealing with confidential
- Proficiency with Microsoft Office programs (including Word, Excel, Outlook and PowerPoint).
- Must be able to organize and prioritize work, be proactive, take initiative, resolve problems, follow through, and simultaneously manage multiple priorities to meet goals on
- Ability to work well in a team setting, as well as independently; be flexible and adapt well to different dynamics in a fast-paced environment.
- Ability to take initiative and prioritize tasks, good time management, problem prevention, and problem-solving skills.
- Strong analytical, problem-solving skills and organizational
- Experience conducting case management or a set of transferrable skills or
- Ability to maintain a flexible schedule as needed. Driving is required, some travel in the Gresham and Portland area. Valid driver's license and automobile insurance at agency-required levels (100/300/100).
- Successful completion of civil, criminal and/or motor vehicle background
- Ability to support organizational and program specific mission and goals
COMPENSATION: $23.00/hr.
Location & Typical Working Conditions: The work performed by this position is accomplished through a hybrid work environment.
In Office (50% of time)
- In office work is located at EPHC's office in Gresham, OR and is required for staff meetings, department meetings, community events, and other additional duties requiring in office work.
- Meeting with participants office/homes, attending in-person trainings, community partner meetings, and funder meetings.
Remote/Community (50% of time)
- This position may allow remote work from home for administrative tasks such as data entry, expense report submission, and some community partner and work-related virtual meetings.
- Note: Remote work is dependent on performance and may be revoked at supervisors' discretion.
