Job Description and Duties
The Fuels and Transportation Division (FTD) administers the California Energy Commission’s Clean Transportation Program (CTP). The Clean Transportation Program is California’s lead program in deploying zero-emission vehicle infrastructure to support electric vehicles and hydrogen fuel cell vehicles. The CTP budget has increased in recent years. The program will deploy approximately $4 billion to invest in a broad portfolio of transportation projects and provide financial support for infrastructure projects. Projects will:
- Reduce California’s use and dependence on petroleum transportation fuels and increase the use of alternative, renewable, and zero-emission fuels and advanced vehicle technologies.
- Expand zero-emission charging infrastructure and fueling stations to support electric and hydrogen vehicles.
- Produce sustainable alternative and renewable low-carbon fuels in California.
- Reduce greenhouse gases to mitigate the worst impacts of the climate crisis.
- Improve public health and improve air quality.
- Expand the zero-emission fueling infrastructure available to existing fleets, public transit, and transportation corridors.
- Establish workforce training programs and conduct public outreach on the benefits of alternative transportation fuels and vehicle technologies.
- Support in-state manufacturing of zero-emission vehicles, components, and infrastructure.
The Energy Commission seeks an Energy Commission Specialist II, will consider Energy Commission Specialist I, position in the Hydrogen Refueling Infrastructure Unit within the Fuels and Transportation Division. Under the direct supervision of an Energy Resources Specialist III (Supervisory), the Energy Commission Specialist II will perform work of average difficulty in a wide variety of technical and analytical tasks associated with CTP agreement management activities. The agreements relate to alternative and renewable fuels with an emphasis in zero-emission vehicle infrastructure. These projects will transform California's fuel and vehicle types to meet the state's climate change and public health policies.
The incumbent will manage funding agreements and contracts and assist with solicitations. The primary set of tasks will be to ensure that grant recipients are meeting deliverables, staying on time and within scope, and providing appropriate invoices. The incumbent may assist in analytical studies, research, planning, and data assessment. The incumbent will gather, tabulate, and analyze data; assist with preparing reports; assist with reviewing and analyzing technical reports, papers, and correspondence; assist with public presentations; manage agreements and contracts; assist with solicitations; manage the tasks in the Scope of Work; and prepare correspondence.

Working Conditions
The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Knowledge of ZEV infrastructure including permitting and utility infrastructure; prior experience working in a ZEV infrastructure policy or deployment role is desirable.
- Knowledge of the regulatory process; experience leading or actively participating in rulemakings is desirable.
- Experience contributing to diverse and multi-disciplinary peer teams and the ability to identify key items in complex projects with many variables.
- Ability to engage with a broad range of stakeholders and foster collaboration.
- Excellent interpersonal and communications skills, including effective writing and editing for both technical and non-technical audiences; ability to communicate observations, results, and recommendations verbally and in writing to management and outside stakeholders.
