The Audit Program at the Illinois Department of Revenue is seeking to hire a Public Service Administrator. This position serves as the Human Resources and Labor Liaison. The successful candidate needs to be a highly motivated individual, with dedicated work ethic, along with the ability to accept and maintain fast-pace change, and the ability to effectively and efficiently communicate with the staff and Management.

Coordinates Personnel, Labor Relations, and Equal Employment Opportunity functions for assigned areas within the Illinois Department of Revenue (IDOR) Audit Program including direct involvement in layoff plans:
Serves as a staff assistant to the Program Administrator:
Coordinates and develops the annual operating budget and procurement needs for assigned areas:
Develops strategic action plans needed to implement the Audit Bureau's objectives and goals for assigned areas:
Serves as a Program Manager representative with Program and Division staff as relates to changes in existing programs, new programs and processing procedures for assigned areas:
Coordinates responses to Internal Affairs and/or Inspector General reports alleging misconduct by Program employees:
Acts as Program liaison to management staff, legislators, officials from other State Agencies, out-of-state offices, representatives of professional trade organizations, taxpayers, attorneys, Division Managers, and others:
Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Requires knowledge, skill, and mental development equivalent to four years of college, preferably with courses in business or public administration.
Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
Three (3) years of experience in Human Resources, i.e., recruiting, hiring, onboarding, training, performance management, administering benefits, compensation, etc.
Three (3) years of experience applying provisions of bargaining unit contracts and participating in grievance discussions.
Two (2) years of experience preparing interview materials or conducting interviews for hiring of staff.
Two (2) years of experience reviewing confidential documents for accuracy and completeness.
Two (2) years of experience representing a program area to convey professional policies and resolve issues.
Two (2) years of experience in generating and analyzing reports for accuracy.
Two (2) years of experience in employee development, including providing employee training.
Two (2) years of experience reviewing, providing recommendations or approving procurement contracts for goods or services.
Two (2) years of experience reviewing, tracking, and making recommendations for operating budgets in a professional capacity.
Bachelor's degree or higher level of education.
Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
Requires ability to travel in the performance of duties, with overnight stays as appropriate.
Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
