The Division of Administration/Disaster Recover Unit (DRU) has a vacancy. This job is Unclassified.



Purpose
The Louisiana Office of Community Development (LOCD) is the administrating agency of Community Development Block Grant Disaster Recovery (CDBG-DR) grants allocated to the state. The projects and programs funded by these grants address the long-term recovery and resilience of communities affected by Presidentially Declared Disasters. OCD’s administration includes program design, implementation and close-out of programs representing a total portfolio of over $20 billion.


This is a professional position designed to implement disaster recovery programs under the Louisiana Office of Community Development (LOCD). The position will oversee or assist in the administration of disaster recovery programs in observance of federal and state statutory requirement and regulations and policies. This position requires a particular knowledge of accounting principles, as well as aspects of disaster recovery, disaster CDBG programs, FEMA programs and other federal and state recovery initiatives and key disaster recovery entities and organizations.

Qualifications

A baccalaureate degree plus two years of professional level experience in statistics, data analytics, information management, accounting, finance, or economics.


A Master’s degree from an accredited college or university may substitute for one (1) years of the required experience.


A specialized Master’s degree in statistics, data analytics, information management, accounting, finance, or economics from an accredited college or university may substitute for (2) years of the required experience.



Preferred Qualifications
Knowledge of Community Development Block Grant
Knowledge of Federal Emergency Management Agency Public Assistance Program
Knowledge of State’s accounting system - LaGov
Professional experience with communications/public relations
Proficiency in Microsoft Office Suite
Advanced experience with Excel
Advanced experience with reconciliation of systems
Advanced problem solving skills

Examples of Work

Essential Functions
(Duties are illustrative and not comprehensive. Responsibilities may vary with individual assignment.)


Reconcile financial data between various systems and files including, but not limited to LaGov, DRGR, IGX, Excel.


Assist Grantees, vendors, program staff and other personnel by providing financial information and researching discrepancies throughout the entire project activity cycle.


Oversee, monitor, and evaluate the administration of disaster recovery program payments to ensure accountability for state and federal regulations.


Review and process funding requests for payment by ensuring appropriate and sufficient backup documentation, appropriate approvals, mathematical accuracy and coding. Prepare draw request for submittal and payment by another state agency.


Maintain sufficient accounting records to provide a clear audit trail and assist DRGR Reporting team with reconciling financial data in the DRGR system to state’s accounting system


Provides technical assistance to grantees, to assure that all projects and expenditures comply with federal rules and regulations and program agreements.


Provide specialized guidance on recovery program areas, as it relates to policy and implementation.


Assists the Division of Administration and others in interpretation and understanding of specialized program directives, best practices, applicable regulations, and legislation.


Coordinate with key partners and agencies for special disaster recovery needs and in the area of specific technical expertise.


Provide highly responsible and complex technical support in specialized recovery effort to division Director or designee and OCD management.
