Job description
The Chief Executive Officer will provide professional, quality program services to the clients served by RADIAS Health in all programs and divisions. Perform responsible administrative and clinical supervisory work. Work involves the identification, development, implementation and evaluation of program policies and procedures as directed by state, federal and administrative codes, as well as professional practice standards.

The Successful Chief Executive Officer Candidate Will:
- Lead, convey and carry out the agency Mission Statement and Service Philosophy.
- Providing support and partnership of strategic goals for operations of all divisions across the organization.
- Providing clinical direction of RADIAS Health divisions and programs.
- Responsible for overseeing all clinical aspects of each division’s programming.
- Overseeing overall treatment programming including groups, activities and treatment planning for each division, and development of treatment-related policies and procedures.
- Implement and oversee budgets, plans, and negotiation contracts based on advisement from CFO.
- Assure the filing of all legal and regulatory documents and monitor compliance with relevant laws and regulations.
- Lead the development of long-term and short-term agency clinical and operational strategies.
- Oversee performance goals of RADIAS Health Leadership positions (CFO, Associate Directors of Clinical Service, CTO, Director of Operations, Director of Human Resources, Director of Facilities and Safety), including recommendations for salary adjustments as necessary.
- Demonstrate a global mindset by showing and respecting cultural differences and diversity, encouraging collaboration and pushing boundaries to drive change and encourage innovation in support of agency mission and goals.
- Ensure activities comply with organizational requirements for quality management, legal stipulations, and general duty of care.
- Promote communication and cooperation among divisions to create a spirit of unity in the organization.
- Provide consultation and training to all program staff regarding implementation of structure and systems pertaining to the program.
- Oversee development and ensure completion and compliance of all mandated training. Identify and/or conduct any necessary individual training for direct reports.
- Conduct training in various Evidence Based Practices and other relevant areas for all agency staff through the Training Institute and other avenues.
- Attend appropriate community provider meetings. Attend relevant meetings, conferences, and training sessions outside RADIAS Health.
- HIPPA Compliance Officer: responsible for implementing agency privacy policies and ensuring the security of protected health information.
- Authorized signer for all contracts, leases, and other agency agreements.
- Accountable for DHS, MA, Federal, Department of Health and/or County inspections of program.
- Collaborate with governing officials and external providers.
- Investigates and reports suspected incidents of abuse and neglect.
- Responsible for review and resolution of client and employee grievances.
- Ensures that program evaluations are completed in a timely fashion.
- Hiring of relevant positions and management of ongoing employee relations issues in concert with Human Resources Director.
- Attend Board of Directors meetings on a quarterly basis or as needed. Identify problems and opportunities and address them; bring those which are appropriate to the Board and/or its committees; and facilitate discussion and deliberation.
- Work with the Board to fulfill its governance functions and facilitate the optimum performance by the Board, its committees and individual Board members.
- In partnership with the Board, focus attention on long-range strategic issues.
- Available for On- Call emergencies and participate in the on-call rotation as needed.
- Complete all paperwork, reports, and charting contemporaneously and in an organized manner.
- Attend and facilitate quarterly Leadership/Managers Meeting.
- Maintain a pattern of regular work hours.
- Maintain confidentiality of all information.
- Participate actively in on-going professional growth and development; maintain appropriate professional behavior and participate in appropriate supervision.
- Other duties as assigned.
Requirements
Preferred:
- Must be licensed as a Mental Health Professional in the State of Minnesota.
- A Master’s degree in the behavioral sciences or related field.
- Minimum of 4,000 hours of work experience providing services to mentally ill persons.
- Minimum of 4,000 hours of experience in administration or supervision.
- Microsoft Office Suite: Word, Excel, Access and PowerPoint
Knowledge and Competencies:
- Knowledge of evidence-based clinical practices.
- Knowledge of symptoms and course of serious and persistent mental illness as well as medications and other therapies used to treat mental illness.
- Knowledge of substance abuse treatment modalities such as harm reduction and motivational interviewing.
- Knowledge of program construction and appropriate treatment modalities that are appropriate to the target population.
- Knowledge of supportive counseling techniques, independent living skills/teaching and crisis intervention techniques.
- Able to problem solve using analytical skills, creativity and logical thinking to reach a solution.
- Able to work under pressure in a past paced time sensitive environment with shifting priorities and multiple deadlines.
- Strong work ethic and ability to lead a team of professionals.
- Ability to work with as a team player with Directors throughout the agency.
- High degree of professionalism.
- Ability to deal sensitively with confidential material.
- Excellent verbal and written communication skills.
- Multitask in an environment with multiple distractions is a must.
- Must have good interpersonal skills and ability to work independently and be part of a team.
- Must have excellent administrative, organizational and evaluation skills.
- Able to use a computer for word-processing and data base management.
- Be able to speak, clearly understand, and write the English language.
- Must be able to accommodate flexible working hours, as needed.
