Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Manager II reports to the Agile Solutions Portfolio lead, working directly for the Special Technologies Laboratory Director within the Global Security Directorate. Leads scientific, technology and engineering vision and execution strategy development. Includes responsibility for the conception of, development of, and execution of internal execution strategies to advance sponsor strategic objectives. Provides input into capability and infrastructure needs for areas of responsibility. Provides leadership for assigned areas in expanding current sponsor business and maintaining and expanding internal resource relationships. Responsible to develop and maintain strong relationships with assigned sponsors.
- Responsible for maintaining and expanding a balanced portfolio of sponsor-funded programs/projects and maintains a high level of engagement and strong relationships with key personnel within the Defense and Intelligence communities.
- Engage with the entire scientific and engineering base of the MSTS, as appropriate, to bring the best technical solutions available to sponsors and establishes priorities; oversees requests for the expenditure of the business development funds associated with expansion proposal development and relationship management.
- Mentor program/project managers, and research staff who support the Defense and Intelligence community sponsors.
- Influence sponsors’ Science and Technology agenda where possible and identifies new opportunities for sponsor business expansion and emerging opportunities.
- Direct all phases of program delivery for multiple customers within the Defense and Intelligence Communities with a combined value of >$100M annually (may be less based on complexity of scope, unique customer set, or visibility of program) from inception through completion.
- Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
- Participate in the negotiation of contracts and contract changes.
- Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contracts.
- Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
- Establish new technologies requiring coordination of applications across program requirements.
- Develop solutions to complex problems that require the regular use of ingenuity and creativity.
- Develop new business or expand the product line with stakeholders.
- Establish milestones and monitor adherence to master plans and schedules.
- Identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
- Direct the work of employees assigned to the program from multiple technical and business functions.
- Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
- Bachelor’s degree (Master’s preferred) in National Intelligence and or Strategy or a related field or equivalent training and experience plus at least 14 years related professional experience. Within the 14 years of experience, at least 4 years at Director/Deputy Director level Program Leadership experience preferred.
- Must have knowledge and skills sufficient to lead the development of key program/project elements, schedule, cost, risks, and possess a strong understanding of program/project management concepts.
- Previous demonstrated program and project management experience defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
- Experience leading or participating as a key contributor with implementation of NNSA and/or Institutional initiatives.
- Ability to exercise high degree of accuracy required in writing technical documents and ensuring all company policies and procedures are followed.
- Must possess excellent oral and written communication skills to effectively interface with all levels of the organization.
- Must treat all information and data within the scope of the position with appropriate confidentiality and security.
- Must possess/demonstrate outstanding customer service and customer leadership skills.
- Must be able to successfully obtain a Q clearance.
- The primary work location will be at the Special Technologies Laboratory (STL) located in Santa Barbara, CA. Remote work may be allowable.
- Flexible work schedule can be negotiated with the manager; employees can work 5/8s, 9/80, or 4/10 work-weeks.
- Pre-placem ent physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $154,689.60 to $247,478.40.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
