The starting pay range for this position is $30.72 - $41.76 per hour.

The State of New Hampshire, Office of Professional Licensure and Certification, Division of Administration has a full-time temporary vacancy for a Business Systems Analyst I.



Summary:

Analyzes and formulates information system procedures and controls to support the Office of Professional Licensure and Certification in achieving its objectives and in improving the effectiveness and efficiency of its business processes. Determines project scope, business and system requirements, and business rules; analyzes proposed new systems, to include identifying impact to existing systems; develops system test plans, implementation tasks, documentation, and knowledge transfer.

18 Months of additional relevant experience = Associate's degree

36 Months of additional relevant experience = Bachelor's degree

54 Months of additional relevant experience = Master's degree

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university, preferably with a major in management information systems, computer information systems, or computer science. Each additional year of specialized formal education may be substituted for one year of required work experience.

Experience: Six years' experience in systems analysis with a broad-based knowledge of business environments, preferably in a field or occupation related to software development, software support, or software maintenance, three years of which shall have included the direct involvement in application or product lifecycle management. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Eligibility for a driver's license and access to transportation for use in statewide travel.

PREFERRED QUALIFICATIONS: Experience analyzing and interpreting business processes and providing solutions that meet the existing need as well as provide future expandability. Project management experience. Attention to detail and ability to communicate well with all levels of personnel. In order to achieve the objective of a database solution, skills in database structure are highly recommended and experience with System Development Life Cycle (SDLC) methodology is preferred.

Responsibilities:

Functions as one of the primary agency contacts to work with the Department of Information Technology (DoIT) on troubleshooting technical challenges and implementing new business technology initiatives.

Analyzes business processes, and develops detailed specifications for new or enhanced databases, application interfaces, and workflow.

Prepares scope of effort, resource estimates, and project impact documents for use in determining the feasibility of proposed systems or existing system enhancements. Research functional specifications for systems changes.

Analyzes business and system requirements related to agency information systems and collaborates with project teams, stakeholders, users, vendors, and other interested parties both internal and external to the Office of Professional Licensure and Certification to achieve agency objectives and meet business needs.

Writes specifications, designs and/or creates standard and ad hoc reports. Provides training to assist user community in the use of reporting tools, the creation of metadata and/or the implementation of new reporting tools and methods as necessary.

Identifies and works to implement continuous improvement practices where appropriate and within the position’s authority and responsibilities, which includes licensing and fiscal processing through the MLO system, telecommunications, Continuity of Operations, PCI security compliance and cyber-security.

Reviews consultant work and test results for accuracy, efficiency, and performance. Creates test plans, conducts testing and/or coordinates with end-users for testing new or updated systems.

Updates OPLC and board websites, to include modifying design elements and uploading content, such as Board meeting minutes and contact information.

Functions as Payment Card Industry (PCI) liaison which involves overseeing agency-wide compliance, training staff in compliance procedures and preparing for compliance audits.
