Job description
The Deputy Director, Waiver and Rates Division, is responsible for all policies to plan, organize and direct the development, negotiation, and administration of the Medicaid (Medi-Cal) Home and Community-Based Services (HCBS) Waivers and State Plan Amendments (SPAs) to maximize Federal Financial Participation (FFP) for services provided to persons with intellectual and developmental disabilities (IDD). This position will also provide executive level oversight and oversee the policy development in the implementation of Rate Reform including redefining service definitions, vendor requirements, and regulations. Additionally, this position will provide policy leadership and executive coordination with the California Health and Human Services Agency (CalHHS), Department of Health Care Services (DHCS), and other departments over new and emerging interdepartmental MediCal initiatives including California Advancing and Innovating Medi-Cal (CalAIM) and Enhanced Care Management (ECM). Further, this position will provide policy oversight over specialized fiscal components of federal programs for ensuring compliance with fiscal and program conditions of participation for HCBS Waivers and SPAs and over the development of the new Reimbursement System Project (RSP FedMatch), Uniform Fiscal System (UFS) Modernization, and Consumer Electronic Records Management System (CERMS).

Knowledge of: The programs, policies, and activities of the Department, including the developmental centers and regional centers; federally funded waivers, state plan amendments and other federally funded programs related to the developmental disabilities system; state and federal budgeting policies and procedures; knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles and practices of policy formulation and development.
Ability to: Plan, organize, and oversee; gain the confidence and support of top-level administrators and advise on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, stakeholders, and the Legislative and Executive Branches; analyzes complex problems and recommend effective courses of action.
