DESCRIPTION

The UC San Diego center named Naval Innovation, Science, and Engineering Center (NISEC) is an integrated approach to accelerating the transition of the Office of Naval Research (ONR) to warfighter, while building a diverse and well-prepared workforce. The research and workforce development components have, in alignment with the funding framework, a strong focus on basic science-informed applications and innovation. The goal of NISE is to produce graduates who are prepared for and motivated towards government service. NISE will support integrated research themes, stimulate a diverse and government-focused workforce, and nurture new ONR research performers.

The Project Manager (PM) provides program administration and project management services for NISEC. In the NISEC organizational structure, the PM works closely with the Deputy Director (Co-PI) on the operational running of the center, as well as with the Director (PI) on the strategic oversight of the center, in addition to serving as a point of connection with the leadership in the Office of Innovation and Commercialization, which is in charge of innovation training, events, and relationship with the industry and the potential users of research within the defense community.

The PM's coordinating activities internally to UC San Diego are with the research theme leaders, faculty PIs who run the research projects, students who perform the research projects, and OIC coordinator and other OIC staff. PM also coordinates the generation of information dissemination materials (website, brochures, and newsletters), co-coordinates research expo and review events, supports the Co-PIs in the preparation of research progress reports, as well as in the preparation of presentation slides for annual program reviews with the Office of Naval Research. Finally, the PM coordinates all activities in the preparation of a proposal for a five-year program renewal with the Office of Naval Research.

In conducting these activities, the PM creates and manages plans for assigned projects identifying scope, timeline, roles, and priorities. Adopts a work breakdown structure to define and track a hierarchy of deliverables, tasks, and subtasks, identifies task dependencies and project risks. Acts as a liaison to subject matter experts and leadership to gather requirements, conduct needs assessments, develop project plans and workflows, propose solutions, and manage research project implementation. Develops and monitors metrics to ensure the ongoing success of complex projects and completion of study milestones. Participates in the development and refinement of study tracking and monitoring tools. Provides regular progress reports to study leadership and workgroups.

The incumbent uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures; researches, analyzes and develops solutions to a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develops new programs, policies or procedures for possible implementation.
