The Director for Human Resources and Payroll is responsible for developing and implementing progressive HR solutions that support the mission of the university as well as relevant strategic goals with a comprehensive vision that focuses on bringing more efficient and effective service to the university community with a human resources department that provides excellence in consultative, strategic, and operational expertise across the University. Provides leadership in the planning, development and administration of all aspects of human resources including employment, compensation, classification systems, benefits, performance management, employee relations and human resources and payroll information systems. This position ensures that the institution is in compliance with state and federal regulations and is responsible for formulating and communicating employment policies and procedures.
ESSENTIAL FUNCTIONS/PRIMARY DUTIES AND RESPONSIBILITIES: - Serve as advisor to senior management on all matters related to Human Resources, including faculty and staff engagement, effective leadership, legal compliance, and administrative and financial management of the university's personnel.
- Direct the delivery of high quality, innovative, and consultative services to senior leadership, administrative department managers, academic deans, department directors, and employees regarding the university's human resources programs, policies, and services, including employee relations, recruitment, retention, performance management, organizational design and development, leadership development, succession planning, diversity awareness, equity, employee events, compensation, payroll and benefits.
- Hire, develop, lead, and manage the Human Resources team to create a highly effective team.
- Direct, review, evaluate, and analyze Human Resources matters with legal counsel, consultants, and other professional advisors, as appropriate. Communicate updates and changes in HR practices and policies to the campus community in a timely and effective manner.
- Oversee the recruitment, selection, hiring, promotion, and performance evaluation processes to ensure adherence to the university's institutional goals, objectives, policies, and diversity goals. Serve on and/or provide human resources leadership and support to various university search committees, as appropriate.
- Oversee total compensation (cash and benefits) policies and programs for administration and staff; coordinate the ongoing review and evaluation of market competitiveness of university salaries and benefits; collect data from various survey sources, analyze such data, and develop recommendations and compensation strategies.
- Plan and oversee communication with faculty, administrators and staff on issues related to their employment, benefits, and compensation.
- Plan, design, develop, implement and maintain benefit programs to provide medical, dental, vision, disability insurance, group life insurance, and other appropriate benefits.
- Oversee the university retirement program. Oversee maintenance of related records.
- Oversee programs and processes to maintain the university's legal compliance with all federal, state and local employment and labor laws, including, but not limited to: ACA, ADA, ADEA, Equal Employment Opportunity, FLSA, FMLA, Immigration, OSHA, etc. Ensure regular and consistent training of all employees on legal compliance in relevant areas.
- Oversee the employee relations function, including providing appropriate assistance and coaching to supervisory personnel on complex matters, as appropriate; develop and oversee the implementation of staff development and training programs and coordinate, as necessary, with internal and external training resources.
- Evaluate current processes and use of resources to determine innovative approaches to achieve strategic goals
- Oversee departmental budget, prioritize and allocate resources efficiently.
- Serve on authorized committees.
- Oversees all areas related to payroll, including payroll processing, taxation, wage and hour, quarterly reporting, and year end processes, giving assistance as needed to the Payroll Manager.
- Oversees the management of all HR related software, such as Banner, Etrieve, SilkRoad, and Kronos.
- Assume other projects as assigned by the Vice-President for Financial Administration.

Employee will be responsible administratively for specific activities, projects, programs or coordination of services within the functional area.
Education/Experience: Master's degree from an accredited four-year college or university is required in Human Resources Management or related degree. PHR/SPHR certifications preferred. Minimum of 10-15 years of progressively responsible leadership experience and expertise in Human Resources, ideally within a university setting. Experience initiating and leading change with a high degree of sensitivity. Proven in-depth knowledge of all facets of Human Resources including employee relations, staffing, compensation, benefits, staff development, rewards and recognition, leadership development, organizational development, payroll and HRIS. Or in lieu of education, 15+ years' experience of progressively responsible leadership in higher education human resources and payroll.
Supervisory Responsibilities: Directly supervises a staff of three full-time Human Resources professionals and one full-time Payroll professional. Carries out management responsibilities in accordance with University policies and applicable laws. Provides guidance and professional development and continuous learning opportunities. Assesses performance; provide recognition, constructive feedback, and addresses performance deficiencies when necessary.
Language Ability: Ability to read, analyze, and interpret business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from administrators, faculty, staff, students, and the general public as this position frequently communicates complex information. Ability to train and monitor others' performance. Ability to present, resolve conflicts, and address delicate situations. Ability to motivate and persuade others.
Math Ability: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Ability to solve problems and deal with a variety of variables in situations where only limited standardization exists. Problems are highly varied, complex and often non-recurring, novel and require creative approaches to resolutions. New concepts and approaches may have to be developed. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills: To perform this job successfully, an individual should have expertise in the use of general computer software like Microsoft Office Suite, Banner and Kronos.

Wage Range: $74,527.32 to $91,500.00 plus generous benefits
