This position is a 12-month Limited Term (LT) and may be extended up to 24 months or become permanent.

If you have permanent status and have passed probation, you have mandatory reinstatement rights into your former position/classification at the end of this LT appointment. The California Air Resources Board (CARB) is seeking a motivated, team oriented leader to manage a talented branch of multi-disciplinary staff on research and programs for the state’s air quality and climate initiatives. As the lead agency for California on air quality and climate, CARB must provide research on natural and working lands (NWL) that integrates multiple disciplines, provide comprehensive research planning to support regulations and plans, and implement extramural research through contracts. In addition, the Research Division needs to communicate research results in an effective manner. The Branch Chief must work with all other divisions including our public information office, and programmatic divisions as well as work with other state and local agencies. CARB has been on the forefront of air quality and climate change research for decades and will continue to participate in cutting edge research and communication.  

The selected candidate will have the opportunity to develop a new branch including a new section integrating different aspects of NWL research including emissions, economics, use of remote sensing and health impacts. Specific duties will include maintaining and further developing a strategic plan for NWL research as well as research planning, which includes the following: identifying, planning, and conducting research as it pertains to CARB priorities; identifying research gaps; working proactively to identify new areas of research that are expected to become high priorities within the five years; working with academia to guide extramural research; and communicating information internally and externally to both expert and lay audiences. The position may also evaluate agency-wide programs. The candidate is expected to interact with academia, other state of California agencies, our federal and international partners. This position represents a unique opportunity.  

The Policy, Planning, and Administrative Branch is responsible for three main focus areas: research planning, administrative processes and efficiency, and research related to natural and working lands.  

The branch coordainates the annual and five year research plans for the agency across all subject areas as well as policy surrounding initiatives for research planning. This includes operationalizing equity in research, communicating results, use of behavioral science, and ensuring research supports regulatory and policy programs and is on the cutting edge. The branch ensures the research is conducted efficiently, with robust peer review, and that contracts are executed in a timely fashion. The branch develops processes for internal and external research. In addition, the branch is responsible for coordinating all research related to natural and working lands and collaborates effectively both with the other branches as well as other divisions and state agencies. These activities support the Board's efforts to meet ambient air quality standards and support climate change programs.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Candidates should have experience in a leadership position and have demonstrated a strong record of team oriented results. Hard-working, creative problem solvers with an ability to guide and motivate highly educated staff and teams are desired. Candidates should have a strong scientific and technical background, and a degree in a relevant scientific or engineering discipline. The most competitive candidates will have knowledge of air pollution and climate change science. Candidates much be excellent communicators, diplomatic, and persuasive. Candidates should also demonstrate critical thinking, be able to independently prioritize tasks and meet deadlines, and have the ability to effectively interact with scientific and non-scientific stakeholders. The candidate should work well in a team, work across multiple disciplines, convey a positive attitude, be self-motivated, proactive, goal-oriented, and propose innovative solutions to problems and challenges. Candidates with a desire to have a lasting impact and to serve the public while improving air quality and reducing greenhouse gas emissions are preferred.
