MINIMUM QUALIFICATIONS :

• Commitment to excellent customer service.
• Ability to travel between statewide locations on an occasional basis.
• Knowledge of State and Federal codes, laws, policies and procedures related to HR.
• Above-average computer skills; the ability to learn new software applications; and proficiency in Microsoft Office Suite (especially Excel, Word and Outlook).
• Experience preparing official documents and legal correspondence. 
• Experience researching and analyzing information and making appropriate recommendations.
• Excellent communication skills (verbal and writing). 
• Ability to work in an extremely fast-paced, team environment.
• Ability to work independently and take appropriate initiative in completing assignments with minimal supervision.
• Successful completion of the due diligence process to include, but not limited to, a viable Level 2 background check and drug test.

PREFERRED QUALIFICATIONS :

Preference will be given to candidates with the following qualifications:

• Two (2) or more years of employment with the State of Florida.
• One (1) or more years of State of Florida Human Resources work experience.
• One (1) or more years of experience working in People First as an HR user (A, B, C, H, K, R, T or U security role code).
• Bachelor’s degree or higher, from an accredited college or university in Human Resources or related field (relevant experience can be substituted on a year-by-year basis).
• Experience working with State of Florida Human Resources in multiple functional areas (i.e. EEOC/Affirmative Action; Worker's Compensation; Attendance & Leave; Payroll; Recruitment & Selection; Performance Management; Employee and Labor Relations; etc.).
• Experience with State of Florida Personnel Rules (Chapters 60L 29-40, F.A.C.) and Chapters 110, 112, 119, and 760, Florida Statutes.
• Experience working with legal entities and General Counsel to ensure employment actions are legally accurate and sufficient.
• Experience analyzing documentation, making recommendations and advising all levels of staff on matters involving human resources. 
• SHRM or PHR Certification.

POSITION DESCRIPTION :

Under general direction from the Human Resource Officer (HRO) and direct supervision of the Human Resource Manager (HRM): provide analysis, oversight, recommendations and training to the Florida Department of Veterans’ Affairs (FDVA) statewide Human Resources (HR) offices in HR policies, procedures and protocols as they relate to all state, federal and FDVA codes, laws, policies, and rules. 

• Analyz and make recommendations involving HR issues to the HRO, HRM and the FDVA General Counsel to ensure legal sufficiency and accuracy. Analyze and advise managers, supervisors, & lead staff on personnel policies, rules, regulations, labor agreements and employment laws and assist them with disciplinary matters involving staff.
• Act as a point of contact for human resources programs and functional areas and makes decisions in the absence of the Human Resource Manager. Keep the Human Resource Manager informed at all times of all new and/or unusual situations.
• Prepare letters, correspondence, forms and other documents, maintain copies of documents, prepare reports, maintain and update files and other databases as required. 
• Perform professional analytical support in areas such as the People First system, recruitment and selection, position management, retirement, employee benefits and payroll. 
• In coordination with the Human Resource Officer (HRO) and Human Resource Manager (HRM), provide oversight of the Department’s personnel actions in regard to original, promotion, demotion, reassignment, lateral action, and reinstatement appointments in accordance with FDVA Policy, Standard Operating Procedure, and Federal and State regulation. Work in coordination with other Human Resource Analysts responsible for recruitment and selection, ensuring that persons appointed to a position meet licensure, certification or registration requirements established for the position and possess the required knowledge, skills, abilities, and other requirements established, unless the appointment is with trainee status.
• Analyze bi-weekly salary payroll and bi-weekly supplemental payroll for consistency and accuracy.
• Create and approve electronic personnel action requests (E-PARs) related to assigned functional areas.
• Prepare weekly, quarterly and fiscal year end reports.
• Perform other related duties as assigned, required and/or necessary to fulfill the mission of the FDVA Bureau of Human Resources.
