Longenecker & Associates (L&A), supporting the United Cleanup Oak Ridge (UCOR) LLC contract, is in search of a Quality Engineer. This position reports to the UCOR Quality Assurance Manager. Within L&A, this position reports to Oak Ridge Clean Up Program Manager. UCOR LLC is the prime contractor for the Department of Energy (DOE)/Environmental Management (EM).

POSITION DESCRIPTION The Qu a l i ty En g ine e r plans a nd dir ec ts a c t i vi t ies to develop, maintain, and advise on the implementation of the Quality Assurance (QA) Program . Qu a l i ty a ssur a n c e includ e s all those pl a nn e d a nd s y stem a t i c ac t i ons n ece ssa r y to assure implementation using a graded approach of the QA Rule (10 CFR 830, Subpart A,
Quality Assurance Requirements ) and Department of Energy (DOE) Order 414.1D,
Quality Assurance , using AMSE NQA-1 2008/2009a as the national consensus nuclear standard and other commercial quality standards in the planning and execution of work.
PRINCIPAL RESPONSIBILITIES - P ossess e s a nd a ppl i e s a c ompr e h e nsive body of knowl e d g e to the timely and high-quality c omp l e t i on of assigned tasks.
- Reviews and advises on new or revised contractual and regulatory requirements and their impact on the established QA program.
- Reviews and advises on project associated quality-related processes/procedures for conformance to project QA program/plan requirements.
- P rovid e s qu a l i ty a ssur a n c e a nd qu a l i ty c ontrol support on a ss i g n e d p r o g ra m ( s ) a nd/o r area s t o e nsure that the p r odu c t is d e si g n e d, p r o c u re d, a nd ins t a l l e d in acc o r d a n c e with c usto m e r a nd c ompany qu a l i ty r e quir e ments.
- Reviews and advises on engineering and procurement documents to ensure the inclusion of applicable quality requirements.
- Ev a luat e s v e ndor ca p a bi l i t ies to reliability supply r e quir e d pr o du c ts or s e rvi ce s that meet specifications .
- Prepares quality assurance audit checklists and participates in quality assurance audits of corporate/project/vendor QA program/plans.
- Perform routine surveillances to evaluate and document quality program implementation.
- Reviews and monitors reported nonconforming conditions and associated actions.
- Reviews and approves the adequacy of select issue causal analyses, resulting corrective action plans, and associated completed corrective actions.
- Develops causal analyses and corrective action plans and completes assigned corrective actions for quality issues.
JOB KNOWLEDGE - Knowledge of the quality assurance principles and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning.
- Knowledge of regulatory and contractual requirements that impact the QA program.
Education and Experience: Bac h e lors de g r e e in en g ine e ring or related field or d e monstr a ted e quival e nt combination of relevant experience and education.
8 y ea rs of e x p e ri e n c e in quality assurance program oversight or implementation . A mixture of nuclear and commercial quality assurance experience preferred. Current or prior lead auditor certification desired.
Knowledge, Skills, and Abilities :
- Possess strong risk-based decision-making skills.
- Ability to provide oversight of programs, assume leadership responsibilities for team activities and interact and coordinate with multiple organizations, including federal counterparts.
- Effective written, listening, and oral communication skills.
- Demonstrated proficiency with Microsoft Office suite of applications.
- Ability to obtain a DOE Q-Clearance, as needed.
LOCATION: This full-time on-site position is located at the UCOR office in Oak Ridge, TN. UCOR is conducting major cleanup activities at the Oak Ridge National Laboratory (ORNL) and the Y-12 National Security Complex as well as remedial activities at the East Tennessee Technology Park (ETTP). Cleanup missions on the Oak Ridge Reservation (ORR) focus on protecting people and the environment from industrial and chemical hazards while enabling current and future science and national security programs. UCOR also leads critical projects (e.g., Outfall 200 Mercury Treatment Facility and the Environmental Management Disposal Facility) and manages nuclear operations facilities at the ORNL and Transuranic Waste Processing Center. As a DOE Voluntary Protection Star sitethe highest safety designation for a DOE sitesafety is a prerequisite for the performance of all work performed.
