About the Job
Rosedale Federal is currently seeking a Human Resources Director to join our team. This position is an integral part of our Senior Leadership Team and will have the opportunity to make a meaningful impact on the continued growth and success of the organization. The HR Director leads an HR team and oversees the full scope of all Human Resources (HR) functions as both a strategic leader and tactical contributor. Areas of oversight include employment, employee relations, performance management, compensation, benefits, payroll, organization structure, and learning and development. The HR Director plays a key role in helping to build a dynamic employee culture where employees are engaged, empowered, and find long-term career success. The position is onsite and located in Perry Hall.
In this role you will:
- Participate as a member of the Senior Leadership Team and have the opportunity to provide significant input regarding key operational decisions and strategic planning for the organization. Make presentations to the Board on HR strategies, initiatives, and results.
- Lead the strategy, execution, and evaluation of key programs in HR functional areas that are aligned with strategic priorities and goals of the organization.
- Oversee the recruitment strategy which encompasses attracting talent, staffing needs, hiring practices, employee onboarding, and promoting the employment brand. Responsible for full cycle recruitment process for senior level positions.
- Provide insight and consultation to managers and employees on complex employee relations issues, human resources policies, and employment laws and regulations; conduct investigations; and advise on issue resolution.
- Manage the Bank's overall performance management program to include the performance review process, performance improvement, and involuntary terminations.
- Manage the administration of the Bank's compensation program and practices to ensure market competitiveness, internal equity, and compliance with regulations. Lead annual compensation process, external market studies, and implementation of program changes.
- Oversee employee benefits program, strategies, and administration of medical, dental, vision, life insurance and voluntary benefits, wellness initiatives, and the 401(k) Retirement Plan. Assume overall responsibility for benefit plan design, annual renewal, third party vendor relationships, and compliance with regulatory requirements and reporting. Partner with 401(k) plan advisor and recordkeeper to administer the 401(k) Plan.
- Provide oversight of organizational Learning and Development program and practices; identify and implement strategies focused on management and leadership training and development; lead succession planning efforts and the Bank's Advancing Leaders Program.
- Oversee administration of payroll function.
- Develop, support, coach, and manage HR staff to maximize their capabilities. Work with the HR staff to establish annual performance objectives and evaluate their performance informally on an ongoing basis and formally on an annual basis to determine potential annual salary increases.
- Foster a positive culture and work environment that is conducive to employee engagement, successful performance, and employee retention. Lead Employee Climate Survey, analyze results, and implement strategies to address areas of focus.
- Perform key role in organizational/department restructuring efforts and merger/acquisition opportunities.
- Responsible for HR policy review, changes, and updates to the Employee Handbook while ensuring compliance with applicable laws and regulations governing employment practices.
- Responsible for HR and 401k audits, reporting, and other requirements including the annual Affirmative Action Plan.
- Stay abreast of industry trends, best practices, regulatory changes, and new technologies.

Your experience:
- Bachelor's degree in Human Resources or other business field with significant coursework in human resources, in business, or related discipline, or equivalent HR /business experience.
- 10+ years of professional-level HR experience to include 5+ years HR management experience.
- PHR, SPHR, SHRM-CP, or SHRM-SCP designation strongly preferred.
