Budget Analyst

Position Reports to Director of Budgets

FLSA Status: Exempt

This position is open until filled. Review of applications will begin on March 10, 2024.

*This position has been approved for a flexible work option arrangement. Flexible work options can be ended at any time by the College, Cabinet, and/or supervisors based on employee performance and/or as institutional needs change.

Basic Purpose :

Under direct supervision of the Director of Budgets, the Budget Analyst will assist with the development, administration, and maintenance of the College's operating, capital and auxiliary budgets in cooperation with College departments and in conformance with College policies. Working with the Director of Budgets, he/she develops financial projections, helps with the maintenance of the College's long-range financial planning model, and ensures the systems, processes and procedures are in practice to support the annual budget process. The position will assist with developing, maintaining, and improving a budget system for departmental users. The position includes preparation of both internal and external reports, analysis, and financial forecasts to support annual and interim budget processes and long-range financial projections.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assist with the development of the annual operating, salary, capital, and auxiliary budgets, including preparing consolidated budgets, developing, and ensuring adherence to timeliness related to the budget process and maintaining the budget system for the Finance office and departmental users. Acquire, maintain, and expand proficiency with the budget software tool. Support other end users in the budget software tool.Assist with preparation of presentations, background papers and other information for Senior Leadership and Board of Trustees. Respond to ad-hoc requests from Senior Leadership. Assist departments and develop projected financial results throughout the fiscal year by working with departments, external sources, and Finance personnel. The results would provide validation/modification to the working budget and assist with the long-range financial planning model. Prepare budget transfers throughout the fiscal year. Follow up with departmental questions and concerns related to budget. Act as the primary contact for both new hires and existing College colleagues for training/supporting the Ellucian Self-Service budget management tool.Assist with the detailed analysis of variances from budget throughout the fiscal year and at fiscal year-end. Work with departments to adjust budgets accordingly based on internal needs. Coordinate with Human Resources and other departments during the hiring process, resulting in the approval or disapproval of proposed positions.Perform other financial analysis as needed. Recommend, implement, and enforce rules and policies regarding budgets, internal control, and risk assessment. Explore new possibilities, opportunities, and new ways of accomplishing budget tasks. Reviews current processes related to budget development for possible improvements and revises those processes to be more efficient. Other duties as assigned.

ESSENTIAL KNOWLEDGE & SKILLS:

Education/Training/Work Experience:

Bachelor's degree required: Accounting, Finance, or related field preferredCPA or master's degree preferredMinimum of three years of relevant work experience including budget development, financial analysis, financial statement preparation.Excellent administrative, oral, and written and interpersonal skillsExcellent Information Systems skills.Ability to act independently, understands how decisions fit within the overall college agenda and navigate the environment.

Specialized Knowledge & Skills:

Knowledge of finance, accounting, budgeting, and cost control principles including generally accepted accounting principles. Knowledge of automated financial and accounting reporting systems. Ability to work independently to establish priorities and meet critical reporting deadlines to support the Division and College.Proficiency in Microsoft Office Suite Higher education or non-profit work environment preferredExperience with Ellucian Colleague, Business Objects, Anaplan budget tool is highly desirable.
