Job description
The Building People, LLC, has a position open for a full-time Estimator – Government Contractor . This position prepares independent cost estimates for Facilities Operations and Maintenance and minor repairs and alterations. Develops basis of estimate (BOE’s) for Operations and Maintenance for both new and existing projects by gathering information utilizing RS Means detailed cost information and analyzing important metrics. Prepares the basis of estimate (BOE’s) in response to Government Solicitations for Operations and Maintenance and minor repairs opportunities. Provides knowledge of costs and benefits that support profitable business decisions. The ideal candidate will have excellent numerical and analytical skills.
Responsibilities and Duties will include but not limited to:
- Understand Operations and Maintenance contracts.
- Determine key variables for cost and other estimates.
- Gather first-hand information from site visits to help facilitate pricing and estimating decisions.
- Knowledge of commercial and federal office building systems such as mechanical, electrical, plumbing and IT
- Conduct research to obtain data on labor costs and materials.
- Use software for data analysis, forecasting, and budgeting.
- Obtain and review offers and quotes from subcontractors or vendors.
- Perform risk analysis.
- Create and submit estimate reports or bids to appropriate persons (project managers, clients, bidding competitions etc.)
- Build relationships with key vendors (subcontractors, suppliers, engineers etc.)
- Provide consultation on planning (schedules, manpower needs etc.)
- Other duties as assigned.
- Analyze solicitations (Draft RFP, RFP, RFQ, etc.) for price, cost and business risks, opportunities, and compliance concerns. Make recommendations for mitigation strategies including crafting questions to the Government.
- Engage with the solution teams in the development of cost inputs including basis of estimates (BOE), bill of materials (BOM), and subcontractor requests for pricing. Review cost inputs for completeness, reasonableness, consistency, and accuracy and facilitate changes, as necessary. Conduct associated subcontractor pricing analysis and negotiation.
Experience and Qualifications Required
- Proven experience as an estimator or similar position – 5-7 Years of experience
- Proficient knowledge with RS Means databases.
- Clear knowledge and understanding of principles and practices of project cost estimating through all phases of the project lifecycle.
- Thorough Understanding of Service Contract Act and Davis Bacon wage and pricing requirements on Federal Contracts
- In depth knowledge of research and data analysis methods and estimation formulas
- Exquisite math and IT ability with an analytical mindset
- Outstanding communication and negotiation abilities
- Bachelor’s degree in related field
Experience and Qualifications Desired
- BSc/BA in engineering, construction science or relevant discipline.
- Certified Professional Estimator (CPE)
