POSITION DESCRIPTION:


Perform highly advanced engineering work requiring licensure by the State Board of Professional Engineers.


Manage the resources of the Department to deliver required services. Deliver managed services while being consistent, predictable and repeatable. Foster teamwork within and across work units. Assure the very best customer service possible. Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work. Secure resources necessary for employees to succeed. Ensure employees meet quality and quantity requirements of the position. Focus employees on the Department's mission and objectives. Areas of responsibility are Geotechnical and Soils laboratory and field support, Aggregate Control and the Test Pit.


Develops and directs research and innovates activities in the geotechnical materials area. Reviews and approves research proposal from other agencies and industry. Coordinates research activities within the Department and at the national level.


District investigations on materials related problems in geotechnical design, construction, and performance. Serves as liaison to Industry and other areas of the departmental in the definition of problem, the determination of the cause and development of solutions.


Develops and implements specifications and procedures in geotechnical materials including soils, aggregates, and base materials based on research and problem investigations.


Responsible for integration of activities with other State Materials Office sections to provide continuity of effort in achieving goals and objectives.


Prepares reports and correspondence related to Section activities.



KNOWLEDGE, SKILLS AND ABILITIES:


Knowledge of the application of management principles as they apply to the Geotechnical Materials Section of the State Materials Office. Skill in applying personnel procedures and experience to resolve employee situations. Skill in working with diverse partners in achieving common goals. Ability to comprehend and apply principles of geotechnical engineering. Ability to employ a management style in achieving objectives. Ability to perform in a leadership role. Ability to integrate activities with other entities to produce continuity of effort. Ability to manage a statewide program. Ability to apply knowledge of geotechnical engineering to resolve problems.


REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: This position requires licensure as a Professional Engineer by the State of Florida Board of Professional Engineers under the provisions of Chapter 471, F.S.


OTHER JOB RELATED REQUIREMENTS: Travel is required.
