Job Title: Senior Business Analyst

Location: New York, NY (Hybrid)

Job Description:

We are seeking a highly experienced Senior Business Analyst to join our team in New York City. The ideal candidate will have extensive experience in business process analysis, change management, and working within the health and human services sector. This role will involve collaborating with stakeholders to define business requirements, analyze existing processes, and drive initiatives for efficiency and compliance with regulatory standards.

Key Responsibilities:

1. Business Process Analysis:
- Utilize your expertise to document business processes, including process definitions, business rules, and process decompositions.
- Extract business rules from existing computer applications and systems, ensuring alignment with organizational goals and regulatory requirements.

2. **Change Management:**
- Lead change management efforts by planning and implementing strategies to support organizational changes.
- Analyze business processes for efficiency and compliance with New York State and/or Federal regulations, identifying areas for improvement and implementing solutions.

3. **Stakeholder Engagement:**
- Work directly with users in the human services arena, providing training and technical assistance to support the adoption of new processes and systems.
- Collaborate with stakeholders at all levels to gather requirements, facilitate workshops, and ensure alignment between business needs and technical solutions.

4. **Health and Human Services Expertise:**
- Leverage your deep understanding of health and human services programs to analyze and improve system functionality and effectiveness.
- Apply your knowledge of child welfare programs to inform decision-making and ensure compliance with relevant laws and regulations.

5. **Data Analysis and Reporting:**
- Analyze applications that use relational databases such as Oracle and application tools like COGNOS to extract insights and inform decision-making.
- Utilize Microsoft Suite, including Excel, Access, and Project, to manipulate and analyze data, generate reports, and support project management activities.

Qualifications:

- Minimum of 60 months (5 years) of experience in business analysis, with a focus on business process definition, change management, and stakeholder engagement.
- Proven experience working directly with users in a human services environment, providing training and technical assistance.
- Extensive knowledge of health and human services programs, including child welfare programs, and experience interpreting state and federal laws and regulations governing these programs.
- Proficiency in analyzing applications that use relational databases such as Oracle and application tools like COGNOS.
- Strong analytical skills and the ability to manipulate data using Microsoft Suite, including Excel, Access, and Project.
- Excellent communication skills, with the ability to engage stakeholders at all levels and translate technical concepts into clear, actionable requirements.
