POSITION DESCRIPTION: Directs the development of policies, procedures, and quality assurance to support implementation of freight and rail programs by the Department’s seven district offices. Provides support to the Chief of Modal Development.

 

Oversees all facets of statewide rail system planning and freight planning, including supervision of planning staff, to facilitate efficiencies in Florida’s supply chain. Acts as liaison with federal, state, and local entities as well as Department district offices, private freight and rail stakeholders, and the public to address ongoing matters and problem resolution.

 

Provides technical support to the Chief of Modal Development on rail passenger development and related issues. Provide leadership and advocacy on passenger rail systems and issues and ensures that the program, projects, and initiatives are coordinated with impacted Districts. Facilitates the most efficient and effective management of funds related to the management of the rail corridors owned by the Department. Coordinates with the Public Transit Office on Central and South Florida Rail Corridor commuter rail issues.

 

Provides direct support as well as staff supervision for the development and implementation of the Strategic Intermodal System (SIS) Plan pursuant to Section 339.61-54 F.S. (Florida Statutes) and in conjunction with the Florida Transportation Plan (FTP). Participates on multi-modal task teams to review and develop criteria, administrative rules, policies, and internal procedures that implement the SIS Plan with respect to rail transportation.

 

Establishes strategic working relationships between the Department and federal, state, and local governments; individual railroad companies; related technical, professional, and national organizations; and appropriate public and private sector groups to develop and implement overall improvements in Florida’s multimodal network. Utilizes different communications methods to educate, bring awareness and visibility to Department’s modal programs for internal and external stakeholders.

 

Manages the Department’s rail safety inspection program in coordination with the Federal Railroad Administration consistent with appropriate standards and guidelines for use by track, equipment, operations, signal and hazardous materials inspectors.

 

Serves as the Department’s primary liaison with the various federal, state, and private entities involved with highway-rail grade crossing programs, rail system safety, and rail freight service issues. This includes the Florida Railroad Association and Florida Operation Lifesaver (public education and awareness regarding rail-highway crossing safety).

 

Supervises, directs and manages staff. Initiates and implements necessary personnel actions. Activities include hiring, timesheets, pay actions, coaching and counseling, training and development, Performance and Talent Management System (PTMS), People First System, leave/extraordinary time requests, staff scheduling, added duties, team building, staff meetings/communications, administration and reporting.

 

Develops legislative proposals, rules, policies, procedures, standards, and guidelines pertaining to the planning, development, and safety of Florida’s freight and rail systems and presents information to governmental and industry-related groups on rail and freight issues. Demonstrates the effectiveness and applicability of advanced technologies and innovations for improving the safety for Florida’s rail and freight network.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of contract/project management; knowledge of transportation planning; ability to present material orally as wells as written; ability to understand, review and analyze legislation; ability to develop and maintain strategic working relationships. ability to manage staff; knowledge of public budgeting and financial processes; knowledge of railroad regulations and operating practices; knowledge of supply chain coordination for multimodal networks; skill at technical writing; skill at project management; ability to use computer programs to effectively and efficiently perform job duties and responsibilities.
