Job Duties: The Department for Aging and Rehabilitative Services (DARS) is seeking a proven, innovative, solution-oriented, customer-focused leader to serve in the role of Procurement Manager. While leading a team of 6 Procurement Officers, the Procurement Manager is responsible for relationship management, directing the team's long-term strategic planning, daily activities, and oversight for agency-wide procurement of complex commodities, equipment, grants, agreements, and services in an efficient and cost-effective manner to support the agency's mission.
As a member of the DARS General Services and Administrative leadership teams, this position serves as point of contact with the Virginia Department of General Services/Division of Purchases and Supply; and must be a strong leader willing to challenge the status quo while championing the mission and culture of DARS by communicating effectively and timely with agency leadership, DARS administrative staff, contract administrators, and all other stakeholders on contractual and procurement related issues/requests.
Minimum Qualifications: The ideal candidate will have: Comprehensive Knowledge/Experience:
- In a management/leadership position involving procurement and/or General Services.
- In developing and maintaining effective working relationships with internal and external stakeholders.
- With state procurement policies, rules and regulations
Working knowledge of MS Office and database systems:
The ability to:
- Plan, direct, organize/prioritize, and coordinate the work of professional personnel;practice collaborative management techniques to build rapport, add value and effectively problem-solve with their direct reports as well as other internal and external stakeholders across the agency and state government.
- Interpret and implement internal and external policies and procedures;conduct research and analyze data to reach accurate, logical, and defensible conclusions.
- Provide sound guidance and direction to agency leadership.
- Provide exceptional customer service and service delivery with excellent oral and written communication skills.
- Establish and maintain effective working relationships with a wide customer base and multi-level leadership groups;
work independently exercising good judgment.
Additional Considerations: - Professional certification as a Virginia Contracting Officer, Certified Professional Public Buyer, Certified Public Purchasing Officer and/or Certified Purchasing Manager.
- Demonstrated strong presentation and group facilitation skills.
