Program Manager
Employment Type: Contract - Corp to Corp (C2C)
Job Location: Tallahassee, FL (on-site only)
Duration: 1 year contract to begin with and renewals are likely for qualified candidates
Roles and Responsibilities
1. Serve in a leadership capacity as the DFS Readiness Project's Project Management
Readiness Liaison for the CCN, while collaborating across division/offices
throughout the Department to provide project management guidance.
2. Develop a resource loaded DFS Implementation Project Schedule.
3. Provide, update, and oversee the management, governance, risk management,
resource allocation, and reporting of all the Department activities to ensure
milestones, tasks and timelines are met for the DFS Readiness Project.
4. Provide bi-monthly Florida PALM Status Reports, which will be generated for the
Department's functional readiness reporting to the Florida PALM ESC.
5. Develop documentation to track and report potential risks and issues that will come
up before, during, and after the implementation of Florida PALM.
6. Create monthly Status Reports which will be generated for internal DFS Readiness
Project monitoring and reporting.
7. Develop change management procedures for the CCN.
8. Develop a Work Breakdown Structure (WBS) chart and WBS dictionary.
9. Provide documentation relating to quality control and assurance processes and
techniques for assessing the Department's business process transition readiness.
Other support for CCN, as directed by the Contract Manager.
10. Serve as the secondary point of contact between the DFS Readiness Project and
the CCN.
11. Track the Department's completion of activities and tasks from the RW.
12. Oversee major DFS Readiness Project activities, including but not limited to,
monitoring issues and potential risks with the CCN, while working with the Agency
Liaison and/or Agency Sponsor to resolve issues and evaluate risk.
13. Manages the CCN project management tools.
14. Provides oversight on keys areas of the DFS Readiness Project.
15. Stakeholder communication.
16. Oversee and present potential Florida PALM Project scope changes to the Agency
Liaison and Sponsor for review.
17. Review Florida PALM Design and Build Segment documentation RW releases to
provide design support for the associated transition from FLAIR to Florida PALM.
MANDATORY Qualifications
Bachelor's or Master's Degree in Computer Science, Business Administration, or
other related field. Or equivalent work experience.
Project Management certification.
Extensive knowledge and expertise in the use of Project Management
methodologies and tools.
A minimum of 10 years of IT and business/industry work experience.
A minimum of 3 years of leadership experience.
A minimum of 5 years in managing projects.
Experience as senior level management with overall responsibility for the
management of one highly complex or enterprise- wide program consisting of
multiple projects
Experience developing program strategy, supporting business case and various
enterprise-wide high-level project plans.
Experience directing and mentoring a team of project managers, portfolio managers
and/or other project management staff.
Experience communicating with IT leadership, business leadership and IT Business
Consultants to communicate program strategy, direction and changes.
Experience with the integration of projects, tracking key project milestones and
recommending adjustments to Project Managers.
PREFERRED Qualifications
Experience working with senior leadership of the business community to identify and
prioritize opportunities for utilizing IT to achieve the goals of the enterprise.
